Integrity and anti-corruption specialist

The Integrity and Anti-Corruption Specialist provides technical expertise to the Government and relevant institutions in North Macedonia to strengthen anti-corruption and integrity frameworks within the EU accession process. The role supports horizontal coordination, mainstreaming of anti-corruption policies across negotiation chapters, technical analysis, advisory support, and capacity building to enhance governance and rule of law reforms.

Responsibilities

• Provide technical advice to the Government, national coordination structures and stakeholders involved in the EU accession process for anti-corruption and integrity coordination.
• Facilitate communication and coordination among institutions including line ministries, anti-corruption bodies, rule of law institutions, inspection and oversight institutions, civil society, media, private sector and other stakeholders.
• Participate in preparation and follow-up of coordination meetings, consultations, workshops, and stakeholder dialogues.
• Consolidate institutional inputs related to anti-corruption, integrity, rule of law, transparency, accountability and conflict of interest prevention.
• Support integration of anti-corruption and integrity considerations into negotiation chapters, screening follow-up, roadmaps, action plans and reform documents.
• Provide technical guidance on corruption risks, integrity safeguards and accountability measures in chapter-specific and sector reforms.
• Align anti-corruption mainstreaming with Rule of Law Roadmap, Reform Agenda, national strategies and relevant frameworks.
• Participate in preparation, consultation, validation and follow-up of evidence-based analysis of anti-corruption track record and support implementation of recommendations.
• Prepare analyses, briefs, notes and recommendations on anti-corruption, integrity, governance and institutional coordination relevant to EU accession.
• Identify and analyze corruption risks in sectors and policy areas relevant to negotiation chapters.
• Develop practical recommendations for improving implementation, coordination and follow-up of anti-corruption commitments.
• Develop and deliver capacity-building activities on anti-corruption mainstreaming, rule of law, integrity risk assessment, conflict of interest prevention, transparency and accountability.
• Provide technical advisory to public officials, civil society, media and business community on negotiation documents, reform measures and anti-corruption policies.
• Facilitate knowledge exchange with EU Member States and regional countries on good practices in anti-corruption and accession reforms.
• Prepare training materials, guidance notes, presentations and knowledge products to support learning and institutional follow-up.

Requirements

• Advanced university degree, (Master’s degree or equivalent), in Law, Political Science, Public Administration, European Studies, Governance, Public Policy, International Relations or another relevant field.
• A first-level university degree (Bachelor’s degree or equivalent) in the above-mentioned areas or another relevant field with additional 2 years of relevant professional experience may be accepted in lieu of an advanced degree.
• Additional training or certification in anti-corruption, integrity, rule of law, EU accession, public administration reform, governance, compliance, public policy or related areas would be considered an asset.
• A minimum of five years of relevant professional experience in anti-corruption, integrity, rule of law, governance, public administration reform, EU accession, institutional coordination, legal analysis or policy development is required.
• Experience in working with public institutions and/or government coordination structures is required.
• Experience in corruption risk assessment, conflict of interest prevention, integrity planning or accountability mechanisms would be an asset.
• Fluent proficiency in English is required.
• Fluent proficiency in Macedonian is required.
• Intermediate proficiency in Albanian is desirable.
