See your match score & applyThe In Country Facilitator will support the Ministry of Environment and Sustainable Development in strengthening national coordination for resource mobilization and monitoring the implementation of the Nationally Determined Contributions (NDC). The role involves liaising between the government, international partners, and local organizations to facilitate climate action and support the NDC Partnership's country engagement process.
Responsibilities
- Ensure communications relevant to NDC Partnership engagement are shared with relevant national, international, and local level stakeholders.
- Facilitate periodic coordination and information exchange among partners in the country to leverage and mobilize support for the Implementation Plan or equivalent instrument.
- Organize meetings to monitor and coordinate the implementation of the Implementation Plan with stakeholders.
- Collaborate with the NDC Partnership Support Unit and Focal Points to manage and update the Implementation Plan in the Online Tool or support transition to the online tool.
- Identify implementing and development partners, compile and update their contact details, and follow up on their contributions to the Implementation Plan.
- Contribute to the development and validation of the Implementation Plan Narrative by the government when applicable.
- Create an Annual Work Plan setting specific goals for the facilitator role in collaboration with the Country Engagement Specialist and Focal Point.
- Document changes in the operating context and support government and stakeholders in decision-making related to the Implementation Plan and its enabling environment.
- Advise the government on mobilizing partner financing to close support gaps for NDC implementation.
- Update government needs and priorities for NDC implementation and produce an overview of support gaps for partners.
- Engage with partners to link needs to services and resources according to the Implementation Plan.
- Assist the government in coordinating with donors, partners, and funding mechanisms to align programs and projects with identified needs and gaps.
- Assist and guide International and Development Partners to align climate projects with the Implementation Plan or other coordination instruments.
- Monitor and assess implementation of the Implementation Plan and coordinate periodic reporting of partners to the NDC Partnership.
- Prepare quarterly country update reports summarizing progress, challenges, and recommendations.
- Assess progress outcomes of the NDC Partnership in-country engagement and recommend adjustments.
- Facilitate national multi-stakeholder NDC dialogues if requested.
- Support government preparation for NDC-related events such as COPs, regional climate weeks, and national events.
- Organize coordination meetings between the Support Unit and the government as needed.
Requirements
- Master’s degree or equivalent in public policy, development, climate change, natural resource management, environmental management, or any other relevant field of study with 5 years of relevant experience.
- Bachelor’s degree with an additional 2 years of relevant work experience (7 total) may be accepted in lieu of an advanced degree.
- At least 5 years’ experience in public and/or private sector with a focus on climate change, project management, stakeholder and donor engagement and/or preparation of cross-cutting workplan/proposal development or any related field.
- Experience in multilateral, national and grassroot governance and processes related to climate change, policy and/or Nationally Determined Contributions (NDCs).
- Knowledge of the country’s context of policy frameworks, national plans and strategies related to climate change.
- Familiarity with UNFCCC processes including Subsidiary Body and Conference of Parties (CoP), NDC and past experience on government climate change process (desired).
- Experience of other national contexts that indirectly contribute to climate change (desired).
- Experience in conducting/carrying out a similar assignment would be an asset (desired).
- Ability to foster formal and informal networks to strengthen cooperation between agencies, including Government, private sector participants, NGOs and other stakeholders.
- Fluent proficiency in English and French required.
- Intermediate proficiency in Spanish, Arabic, Chinese (Mandarin), and Russian is desirable.
