ICT Senior Analyst - ICT Project Management

The Senior ICT Analyst plays a pivotal role in strengthening the technological and operational capabilities of the National Secretariat for Civil Protection and Defense (SEDEC), focusing on modernizing the Integrated Disaster Information System (S2ID 4.0) and developing complementary solutions such as mobile applications. The role acts as a strategic bridge between SEDEC and the software development team, responsible for refining and structuring technological requirements, managing product backlog, and ensuring software development meets national disaster management needs.

Responsibilities

• Plan and conduct UX workshops and discovery sessions with key users.
• Map journeys, needs, friction points, and interaction flows.
• Translate requirements and business rules into understandable and consistent interaction proposals.
• Develop wireframes, low- and high-fidelity prototypes, and navigable flows when necessary.
• Validate prototypes and journeys with users and project stakeholders.
• Support functional refinement in collaboration with the Requirements Analyst, without assuming the latter's responsibility for requirements specification.
• Define and document interaction patterns and interface guidelines where applicable.
• Consider accessibility, clarity, responsiveness, and field usage scenarios.
• Review software development team deliverables for adherence to approved flows and prototypes.
• Support QA and user acceptance testing (UAT) regarding user experience aspects.

Requirements

• Master’s or Doctoral degree—preferably in Information Technology, Engineering, Business Administration, Project Management, Education, or a related field—with 2 years of relevant experience; OR Bachelor’s degree in any of the aforementioned fields with 4 years of relevant experience.
• Specialization or extension course relevant to the position.
• Project Management certification, preferably PRINCE2 Foundation/Practitioner.
• Experience in developing IT tools, user research and discovery, journey and flow mapping, interaction design, wireframing and prototyping, facilitating workshops and user validation sessions, communicating with business units, gathering requirements, collaborating with development teams, and clearly documenting UX decisions.
• Experience with government systems, digital public services, accessibility, mobile applications, and usage scenarios involving field operations or limited connectivity.
• Experience reviewing project management methodologies.
• Experience coordinating the implementation of technological and procedural improvements.
• Fluent Portuguese.
• Basic Spanish.
• Basic English.
