See your match score & applyThe Health, Safety, Social and Environmental Associate - Social Development plays a key role in integrating environmental, social, and occupational health and safety considerations into the implementation of UNOPS projects in the Central African Republic. The role involves close collaboration with the Project Manager and implementation partners to ensure compliance with national and international standards and World Bank safeguard policies.
Responsibilities
- Coordinate environmental and social aspects of projects, monitor and evaluate implemented measures, and contribute to achieving key environmental and social safeguard results.
- Ensure effective inclusion of vulnerable groups such as women, youth, persons with disabilities, and marginalized populations in project activities.
- Integrate social considerations throughout project phases and recommend measures to enhance social benefits.
- Monitor social commitments to affected communities and verify implementation according to approved action plans.
- Analyze social risks affecting sub-project implementation and propose prevention or mitigation measures.
- Facilitate public consultations, meetings with local development committees, and ensure systematic preparation of meeting minutes.
- Implement awareness actions on prevention of Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) among local communities and site workers.
- Identify and monitor positive and negative social impacts of project activities on beneficiary communities.
- Coordinate preparation of project sheets for mitigation of negative social and environmental impacts and social support measures, and submit them for immediate application by implementation actors on site.
- Review and validate documents submitted by contractors and implementation partners regarding social aspects of Environmental and Social Impact Assessments (ESIA), Environmental and Social Management Plans (ESMP), and Resettlement Action Plans (RAP).
- Prepare regular initial monitoring and evaluation reports on social and environmental aspects according to reporting schedules for review by the Project Manager and supervision team.
- Monitor field compliance with UNOPS and World Bank administrative requirements and procedures through periodic verification of project safeguard documentation.
- Actively track social development activities and assess the impact of mitigation measures on living conditions and resilience of targeted populations.
- Ensure continuous updating, consolidation, and availability of social and environmental databases including awareness kits, educational materials, media tools, and community visibility elements.
- Manage rigorous documentation and archiving (physical and digital) of all records related to environmental, social, and community implementation aspects.
- Ensure environmental and social safeguard aspects are integrated into all project interventions.
- Ensure timely preparation and implementation of all environmental and social safeguard instruments.
- Ensure all execution studies include an ESMP compliant with national and international requirements (UNOPS and World Bank).
- Prepare timely execution reports on environmental and social safeguard documents.
- Implement mitigation plans for environmental and social impacts at each site.
Requirements
- Diplôme d'études secondaires en environnement, sciences sociales ou domaine connexe avec 6 ans d'expérience pertinente.
- Diplôme technique/professionnel en environnement, sciences sociales ou domaine connexe avec 4 ans d'expérience pertinente.
- Certifications en gestion environnementale ou en santé et sécurité au travail (souhaité).
- Expérience avérée dans la gestion environnementale et sociale de projets.
- Connaissance des politiques de sauvegarde environnementale et sociale de la Banque mondiale.
- Expérience dans la préparation de rapports de suivi et d'évaluation.
- Expérience de travail avec des organisations internationales ou des agences des Nations Unies (souhaité).
- Expérience dans la mise en œuvre de projets en République centrafricaine ou dans des contextes similaires (souhaité).
