See your match score & applyThe Finance Senior Analyst supports the Head of Treasury Middle Office and Control in building a robust control function. This role is pivotal in shaping the Treasury Control Framework and strengthening risk oversight across UNOPS' global operations, ensuring compliance with financial rules and internal controls.
Responsibilities
- Coordinate and Conduct Know-Your-Customer (KYC) on UNOPS banking partners, financial institutions, and trading counterparties.
- Assist in responding to external KYC inquiries and due diligence requests from partner banks.
- Support Sanction Specialist to manage global sanctions screening processes and perform ongoing risk-based monitoring of financial counterparties and transactions.
- Support the gathering, compilation, and initial verification of data related to liquidity positions, cash management, and FX exposures.
- Assist in maintaining and updating the Treasury Risk and Control Matrix (RCM), identifying control gaps, and support the information collection of the Treasury Business Continuity Plan (BCP).
- Process documentation and maintain updated records for bank account signatory panels in accordance with established approval workflows.
- Continuously monitor and control end-to-end treasury workflows (payments, cash pooling, FX trading, and investments) to detect, prevent, and mitigate operational errors or fraudulent activities.
- Oversee bank-to-book reconciliations, act as the escalation point for the GSSC bank reconciliation team, flagging issues for supervisor review.
- Assist in drafting, updating, and enforcing Treasury Standard Operating Procedures (SOPs) and policy documentation in alignment with UNOPS Financial Regulations and Rules (FRR) and Policy, Procurement, and Partnering (PPP) guidelines.
- Coordinate internal/external audit documentation, lead compliance reviews, and collaborate closely with second-line risk functions (e.g., Risk and Compliance Group).
- Conduct analytical validations of treasury data across enterprise systems (ERP, TMS, bank portals) to ensure multi-system data consistency.
- Collaborate with the Treasury System Specialist to configure control mechanisms within systems (e.g., TMS), including signature workflows, dual authorization, and automated fraud monitoring.
- Collect data and assist in design, develop, and analyze key Treasury performance and control metrics (KPIs/KRIs) to prepare executive dashboards for senior management.
- Continuously assess operational workflows within Treasury Control, proposing and supporting the implementation of process efficiency initiatives.
- Assist the Head of Treasury Middle Office and Control in drafting and regular updating of Treasury operational guidance and control documentation in alignment with UNOPS policies.
- Prepare and deliver training modules to relevant personnel/teams on treasury control tools, compliance rules, and risk management procedures.
- Identify, document, and share best practices and lessons learned in treasury controls to promote consistent application across the organization.
Requirements
- Bachelor’s degree (or equivalent) in Finance, Accounting, Economics, Business Administration, or a related field, with 4 years of relevant experience OR a master's degree (or equivalent) in any of the above disciplines with 2 years of relevant experience is required.
- Appropriate professional accreditation or qualification in the area of treasury is desirable.
- Relevant experience is defined as work in banking or treasury in control required.
- Technical proficiency in the control, monitoring, and valuation of financial instruments, such as Fixed Income, Money Markets, and Foreign Exchange (FX).
- Professional background in middle-office or internal control is highly desirable.
- Experience in Know Your Customer (KYC), Anti-Money Laundering (AML), and sanctions screening is desirable.
- Having experience with treasury technology, including trading platforms and payment connectivity implementations is desirable.
- Operational experience in fragile contexts or developing/frontier markets is a strong asset.
- Experience using a Treasury System (e.g.TMS) is an advantage.
