The Country Lead will lead the delivery of EOF’s outcomes fund in Namibia, providing strategic guidance to ensure its successful implementation and collaborating with local donors, government and partner stakeholders to ensure a smooth and sustainable implementation of the programs. They will represent EOF nationally and lead the programs’ implementation, stakeholder engagement, and sustainability planning.

Responsibilities

  • Lead EOF’s partnership and stakeholder engagement with government, donors, implementing partners and other programs partners in Namibia and beyond, furthering program goals and identifying new opportunities to expand impact.
  • Prepare for and facilitate formal governance meetings with government partners, evaluators, donors, and implementing partners.
  • Facilitate technical, planning and capacity-strengthening workshops for government and implementing partners on topics including governance, evaluation design, implementation, and sustainability.
  • Secure government and donor partner commitment to implement and sustain policy change as result of evidence from the OBF program; or to generate new outcomes focused opportunities and approaches.
  • Oversee the program’s implementation and evaluation, working closely with the evaluation firm.
  • Build collaborative relationships with government and partners to support decision-making and program success.
  • Maintain EOF’s Safeguarding standards throughout program implementation.
  • Coordinate and conduct site visits to program locations to validate progress and engage local stakeholders.
  • Produce reports and organize sessions to analyze the program’s implementation, successes, challenges, and progress towards outcome targets.
  • Oversee program budget and produce financial reports with support from operations team.
  • Lead sustainability planning to ensure program-generated evidence shapes public policy implementation and supports integration into public systems.
  • Develop a long-term sustainability theory of change and action plan based on multi-stakeholder workshops and exchanges.
  • Steer EOF’s strategic positioning, visibility, and advocacy in Namibia.
  • Lead EOF’s team in Namibia, building and managing the team effectively.
  • Participate in cross-country learning and knowledge-sharing spaces to exchange insights and contribute to EOF’s wider organizational learning.

Requirements

  • A first-level, Bachelor’s degree in Education, International Development, Public Policy, Social Sciences, Project Management, or related field.
  • A minimum of 9 years experience leading programs in Namibia, ideally in the education sector.
  • Direct experience working with the Government of Namibia.
  • Experience leading a team and managing multiple stakeholders across complicated, strategic projects.
  • Master’s degree in Education, International Development, Public Policy, Social Sciences, Project Management, or a related field (desired).
  • Prior experience working with donors and international organizations in the education (or related) sector in Namibia (desired).
  • Experience with results-/outcomes-based financing, innovative finance or innovative delivery models, and/or large donor-funded initiatives (desired).
  • Experience in evaluation design and/or management (desired).
