Associate Civil Engineer (Quantity Surveyor/Cost Estimator)

The Associate Civil Engineer (Quantity Surveyor/Cost Estimator) provides specialized expertise in quantity surveying, cost estimation, and contract administration for healthcare infrastructure projects in Uzbekistan. The role supports construction management, technical documentation development, reporting, and knowledge sharing to ensure projects are delivered efficiently and to high standards.

Responsibilities

• Assist the Senior Associate Civil Engineer in planning and coordinating Works activities.
• Monitor and measure Works progress through the agreed Bill of Quantities (BoQ) as per contract and report potential delays or cost overruns.
• Support development of UNOPS Engineers Estimates for design and construction works at different stages.
• Review BoQs and accuracy of rates of Engineer’s Estimate submitted by consultants and provide input to Project Managers.
• Check and ensure compliance of BoQ to UNOPS and Uzbekistan national rules and regulations.
• Check accuracy of valuations of contractors’ payments.
• Evaluate and prepare rates for additional Works and Variation requests.
• Participate in progress review and project coordination meetings.
• Support taking-off and calculation of quantities from Architectural, Civil & Structural, Mechanical, and Electrical drawings and details.
• Prepare valuations for contractors’ payments and Variations as required.
• Prepare preliminary and detailed cost estimates.
• Draft specifications and requirements as needed.
• Collaborate with other Engineers to collect and maintain construction cost data.
• Collect data and prepare monthly and quarterly progress reports.
• Prepare minutes of meetings and support knowledge management and capacity building activities.
• Contribute to project evaluation and continuous improvement.
• Provide training and knowledge transfer to national/contractor personnel on quantity surveying, construction, environmental management, and health and safety standards.
• Disseminate best practices and lessons learned for development planning and knowledge building.
• Participate in Communities of Practice and share case studies and best practices.
• Provide feedback to Practice Leads on policy and guidance for continuous improvement of UNOPS policies.

Requirements

• Secondary school (or equivalent) with 6 years of relevant experience OR Bachelor's degree (or equivalent) in Quantity Surveying and Cost Estimation, Civil Engineering, Architecture, Building or other related Construction Management field (degree may substitute for some years of experience).
• Certification in Quantity Surveying is desired.
• Certification in Project Management (e.g., PRINCE2) is desired.
• 6 years of relevant experience related to quantity surveying, cost estimating, project engineering and building construction management is required with a high school diploma.
• Knowledge of ABC or TNQurilish software or an alternative common in the country is mandatory.
• Knowledge of cost estimation and quantity surveying norms and standards of The Republic of Uzbekistan is mandatory.
• Knowledge of CAD software (AutoCAD or an alternative) is an asset.
• Experience in the UN system organizations is desirable.
• Fluent English is required.
• Fluent Uzbek is desirable.
• Fluent Russian is desirable.
