International Consultant – Trafficking in Persons

The consultant will develop and finalize studies on trafficking in persons focusing on forced labour, nexus with other crimes, and sexual exploitation in travel and tourism. The role involves legal assessments, research, and coordination with regional experts under the supervision of the OGCCR Project Coordinator.

Responsibilities

• Develop a study on trafficking in persons for the purpose of forced labour in the Kingdom of Saudi Arabia covering characteristics, legislation, victim referral and protection, and recommendations for national framework enhancement.
• Review and finalize the study on trafficking in persons for the purpose of forced labour in Saudi Arabia.
• Develop a study on trafficking in persons for the purpose of determining potential nexus(es) between trafficking in persons and other crimes, including legal elements, distinctions, victim protection, and recommendations for legal amendments.
• Review and finalize the study on trafficking in persons for the purpose of determining potential nexus(es) between trafficking in persons and other crimes.
• Develop a study on trafficking in persons for the purpose of sexual exploitation in travel and tourism, covering characteristics, legal distinctions, victim protection procedures, and recommendations for national framework enhancement.
• Review and finalize the study on trafficking in persons for the purpose of sexual exploitation in travel and tourism.

Requirements

• An Advanced university degree (Master’s degree or equivalent) in the fields of law, criminology or other related social sciences is required.
• A first-level university degree in similar fields, in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least seven (7) years of professional experience in crime prevention, law enforcement, prosecution, criminal justice, international relations, international criminal law and/or related areas, is required.
• Practical experience in conducting legal assessments and research in the area of trafficking in person and in the delivery of relevant training is required.
• Knowledge of the legal framework concerning TiP, particularly the UNTOC and UN TiP Protocol, Islamic law, in addition to familiarity with the Arab regional anti-human trafficking instrument, is desirable.
• Working experience in the GCC and/or MENA regions is desirable.
• Fluency in English and Arabic is required.
• Knowledge of another United Nations official language is an advantage.
