The Administrative and Finance Officer will oversee the monitoring, coordination, and implementation of all administrative functions including procurement, finance, human resources, property management, and ICT at the UNODC Regional Office for Eastern Africa. The role involves supervising the operations team, ensuring compliance with UN regulations, managing budgets, and supporting recruitment and procurement processes.

Responsibilities

  • Coordinate, monitor, supervise and evaluate the work of the ROEA operations team responsible for administration, finance, procurement, human resources management, property management and ICT.
  • Establish procedures, practices, standards, and tools consistent with UN policy to ensure proper budget, accounting, financial, property and human resources management and control.
  • Liaise with ROEA management, UNODC Headquarters Divisions and Sections, and regional programs/projects on administrative matters.
  • Analyse, review and maintain updated UMOJA mapping and assignment of roles across ROEA staff.
  • Monitor support services including facility and assets management, transport, travel, communications, and ICT support.
  • Contribute to risk analysis, business continuity and contingency planning and make recommendations.
  • Participate in UN/UNON coordination mechanisms related to operations management and common services.
  • Coordinate reporting on administrative and finance matters and ensure knowledge sharing of lessons learnt and best practices.
  • Collect and analyze data to identify trends and provide insights through data visualization for planning and reporting.
  • Prepare and consolidate ROEA’s overall field office budget, monitor budget implementation and prepare update reports for senior management.
  • Monitor financial status of projects/programs and assist teams with budget-related matters.
  • Contribute to preparation and submission of financial reports and monitor commitments ensuring compliance with rules and regulations.
  • Certify obligations or expenditures are in accordance with UN Financial Regulations and donor requirements.
  • Supervise reporting to HQ on year-end closing requirements ensuring timely and accurate information.
  • Respond to internal/external audit queries and follow up on audit recommendations.
  • Coordinate recruitment plans and monitor recruitment processes liaising with managers and HRMS.
  • Assist programs/projects to cost and plan human resource needs and support HR guidance development.
  • Monitor staff management issues in accordance with UNODC rules and regulations.
  • Develop and implement monitoring tools for compliance with mandatory training and staff obligations.
  • Provide guidance on privileges and immunities to international staff and liaise with host country services.
  • Ensure onboarding and separation processes are implemented smoothly.
  • Coordinate and implement procurement in line with rules and regulations and ensure control and maintenance of property.
  • Coordinate provision of ICT services and support staff through UNON.
  • Perform other work-related duties as required.

Requirements

  • An advanced university degree (Master’s degree or equivalent) in finance, accounting or related area is required (for Master of Business Administration or Master of Public Administration, a focus in finance, accounting, or related area is required).
  • A first level university degree in similar fields (finance, accounting or related area) in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • A minimum of seven years of progressively responsible professional work experience in administration and finance is required.
  • Supervisory experience including work experience managing teams and managing performance is required.
  • Work experience in maintaining and assessing internal control systems and improving business processes is desirable.
  • Work experience with Enterprise Resource Planning (ERP) systems (such as SAP/Umoja) is desirable.
  • Work experience within the United Nations system or similar international organization is desirable.
  • Two years or more of experience in data analytics or related area is desirable.
  • English is required at UN Level II for reading, writing, listening and speaking.
