Humanitarian Military and Security Coordination Analyst

The Humanitarian Military and Security Coordination Analyst supports the coordination between humanitarian actors and military/security forces in Northeast Nigeria. The role involves liaising with Nigerian Armed Forces, assisting in access negotiations, mapping security environments, and supporting humanitarian civil-military coordination strategies to facilitate humanitarian operations in a complex conflict setting.

Responsibilities

• Assist the Head HCMCoord & Access by liaising with the Nigeria Armed Forces (NAF) and other security forces on day to day matters.
• Work closely with Access officers and assist with access negotiation issues to facilitate humanitarian convoys.
• Assist with contributions to the humanitarian-civil-military and security mapping and engage with the Area Security Management Team and UNDSS on security issues pertaining to UN operations.
• Assist with the assessment and analysis of the humanitarian-civil-military and security environment to contribute to the formulation and implementation of a HCMCoord strategy and action plan.
• Assist in disseminating humanitarian civil-military coordination guidelines and ensure they are understood by humanitarian actors, military/police forces, and local actors.
• Support maintaining a contact network with other UN Agencies, INGOs, and NGO focal points for humanitarian civil-military coordination.
• Assist in supporting the humanitarian coordination structure on mechanisms to interface with military representatives and monitor military support for humanitarian activities.
• Maintain communication with military forces to resolve operational issues and ensure mutual exchange of information.
• Provide support with inputs to briefings for Management on HCMCoord issues.
• Assist in identifying training needs of humanitarian actors and military forces.
• Assist Access colleagues working on the Humanitarian Cargo Notification System to facilitate clarity on movements and restrictions of humanitarian cargo.
• Perform other duties as requested by the Head of HCMCoord.

Requirements

• An advanced university degree (Master's degree or equivalent) in Social Science, International Relations, Political Science, Law, or other relevant science, or a related field, or a relevant first-level university degree in the above field with a combination of two additional years of qualifying experience will be accepted in lieu of the advanced university degree.
• Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
• Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of professional experience in humanitarian civil-military coordination, and Security is required.
• Experience with exposure to Nigerian Armed Forces is desirable.
• Experience in working with Office suite applications (Word, Excel, Access, PowerPoint) is desirable.
• Experience in social, political, and economic conditions is desirable.
• Experience facilitating meetings and reporting; a strong, successful communicator, is desirable.
• Fluency in oral and written English is required.
• Knowledge of the local language spoken in the north-east of Nigeria is desirable.
