The Team Lead will be responsible for leading the formulation of the Programme for Country Partnership (PCP) in Lao PDR, aligning it with national priorities and UNIDO's mandate. The role involves programme design, stakeholder engagement, coordination, validation, and reporting to support inclusive and sustainable industrial development.

Responsibilities

  • Review the current draft PCP document, relevant national sectoral strategies and analyse the gaps to be addressed in improving the PCP, ensuring alignment to government priorities and UNIDO’s mandate and UNSDCF.
  • Strengthen the programme’s objectives, scope, intended outcomes, results framework and theory of changes based on gap analysis.
  • Compile findings and prepare the PCP document with indicative activities aligned to government priorities and UNIDO’s mandate and UNSDCF.
  • Conduct meetings with government, development partners, private sector and UN entities to collect inputs on the programme documents.
  • Plan and organize consultations with government, private sector, development partners, and civil society to gather inputs.
  • Provide inputs for development of resource mobilization strategy including blended financing.
  • Develop strategy for continued stakeholder engagement during the programme cycle.
  • Coordinate with UNIDO Office in Vientiane to ensure synergies and replicate best practices into the PCP framework.
  • Collaborate with UNIDO, government, development partners, UN entities, and donors to identify and develop new project concepts.
  • Prepare donor mapping for priority focus areas of PCP and develop resource mobilization strategy.
  • Revise and finalize findings and detailed activities into the programme document ensuring alignment with government priorities and UNIDO’s mandate and UNSDCF.
  • Plan and organize signing and launching of the programme.
  • Present the programme document to government, UNIDO HQ, development partners, and UN entities to disseminate findings and develop joint partnerships.
  • Prepare minutes of consultation meetings/workshops.
  • Produce final report on the formulation of PCP.

Requirements

  • Advanced university degree (master’s or equivalent) in economics, engineering, social sciences, business administration, or other relevant discipline is required.
  • Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 7 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.
  • At least seven (7) years of progressive professional experience in coordinating and implementing development programmes and/or projects within either a private sector or public sector organizations, is required.
  • Experience in the field of livelihood support and economic development through implementation of technical cooperation or development programmes/projects, especially in Lao PDR, is required.
  • Experience in designing country strategy/programme is desirable.
  • Experience in working with the UN system, international organizations or non-governmental organizations and with the donors community, is desirable.
  • Experience/knowledge of the international development agenda, and strategic issues of economic transformation, is desirable.
  • Experience in evaluating the needs, conditions and problems of developing countries is desirable.
  • Fluency in written and spoken English and Lao is required.
  • Fluency and/or working knowledge of another official UN language is desirable.
