National Resource Efficient and Cleaner Production (RECP) and Climate Change coordinator

The National RECP and Climate Change Coordinator will coordinate and oversee project activities in Thailand focusing on the ceramics tableware value chain. The role involves stakeholder engagement, technical oversight of consultancy services, procurement support, and reporting to ensure effective implementation of resource efficiency, cleaner production, and climate change mitigation initiatives.

Responsibilities

• Coordinate the implementation of project activities at national level in line with the approved project document and annual work plan and provide input to HQ team for updated workplans and reports.
• Monitor and report on the progress against milestones and deliverables of consultancy works in Thailand and identify implementation risks or delays to propose corrective measures.
• Participate in coordination meetings with UNIDO HQ and, when needed, with UNIDO local office.
• Organize and support missions of international/national experts.
• Facilitate stakeholder engagement in the region of Lampang and at central level where applicable, including public institutions, tableware ceramic associations and private sector actors.
• Facilitate the local coordination primarily with the Ministry of Industry and other actors in the framework of the PASS project.
• Support the PASS project team in conducting scoping and monitoring missions to Thailand; coordinate with key stakeholders to engage in meetings and logistic aspects.
• Identify and promote synergies with complementary initiatives, avoid duplication and enhance project impact.
• Provide contextual insights and alignment with national realities to ensure quality and relevance of TOR and service providers.
• Contribute to the technical review of ToR for consultancies and offers from bidding processes.
• Support the evaluation of technical and commercial proposals to secure the provision of services as per ToRs.
• Act as the main national technical counterpart for the local organization of the consultancies to be contracted under the project.
• Follow up on contacts and coordination with tableware ceramic sector’s private organizations to facilitate and arrange participation of companies in surveys and data collection efforts.
• Provide technical advice and continuous technical oversight and quality assurance of consultancies’ activities and deliverables.
• Review draft and final deliverables, provide consolidated technical comments, and support UNIDO in ensuring high-quality, policy-relevant outputs.
• Provide guidance, support, and relevant country specific input to the international experts working under the project.
• Continuously coordinate with national stakeholders to maintain them informed.
• Facilitate consultations and stakeholder meetings related to project, in close coordination with related consultants and UNIDO HQ team and provide necessary input.
• Support UNIDO HQ with needed information to keep the M&E system of the project updated.
• Contribute to the dissemination and uptake of project findings and recommendations at national level and with relevant other project stakeholders.

Requirements

• Advanced university degree (master’s or equivalent) in engineering, agro-sciences, economics, business administration, or other relevant discipline is required.
• Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 5 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.
• At least 5 years of relevant professional experience including resource efficiency and clean production, or climate change mitigation initiatives, with application in manufacturing value chains, preferably in ceramics sector is required.
• At least 3 years of relevant experience in coordination and liaising with national and private sector stakeholders and intermediary institutions (e.g., associations, cooperatives, clusters), preferably in relation to sustainability and/or climate change mitigation is required.
• Demonstrated experience in working with technical cooperation or development assistance programs in Thailand is required.
• Excellent communication and coordination skills, including the ability to work with multiple stakeholders and SMEs is required.
• Experience with the ceramic tableware value chain is desirable.
• Fluency in written and spoken English and Thai is required.
