See your match score & applyThe National Project Expert will support coordination, planning, implementation, monitoring, and reporting of activities and projects under the HCFC Phase-out Management Plan Stage III in Mexico. The role involves close cooperation with the Government of Mexico, UNIDO project teams, and other stakeholders to ensure effective project execution and compliance with the Montreal Protocol.
Responsibilities
- Contribute to the overall coordination/implementation of the HPMP project in a timely and consistent manner.
- Support the planning and implementation of the Stage III of the HPMP including preparation of work plans, scheduling, resource identification, stakeholder engagement, and institutional arrangements.
- Participate in meetings of the Multilateral Fund, Montreal Protocol-related events, regional networks and other international forums as required.
- Support preparation of technical inputs, presentations, briefing notes and background documentation for national and international meetings and missions.
- Contribute to recruitment and onboarding of project personnel and consultants, including drafting ToRs and informing them about internal procedures.
- Coordinate and monitor progress of different projects and actions under HPMP Stage III.
- Conduct follow-up and monitoring visits to facilities involved in project development and actions.
- Coordinate and participate in national and international meetings, workshops, missions and technical events related to HPMP III implementation.
- Liaise with Government counterparts and other stakeholders to keep them updated on project progress.
- Identify and analyze implementation risks and bottlenecks and propose corrective actions.
- Disseminate information about the project to relevant audiences ensuring synergy with KIP and NOO communications.
- Maintain institutional relationships with authorities related to environmental agendas such as Energy, Climate Change, Customs, Waste Management, Inspection and verification (PROFEPA), Economy, and others.
- Draft project revision documents and reports as required.
- Coordinate and monitor technical assistance activities in the project.
- Coordinate actions with the KIP to strengthen the HPMP.
- Support coordination with UNIDO Headquarters, UNIDO Office in Mexico, SEMARNAT and other stakeholders for effective project implementation.
- Contribute to preparation of the HPMP Stage III second tranche request for submission to the Meeting of the Executive Committee of the MLF in 2027.
- Ensure project monitoring and evaluation are done as scheduled and propose improvements where necessary.
- Prepare draft ToRs for recruitment of experts and technical specifications for procurement services/equipment.
- Submit annual work plan and reports to NOO, SEMARNAT, and UNIDO as required.
- Contribute to monitoring other environmental programs and agendas linked to the HPMP.
- Support development and execution of projects contributing to HPMP and HCFC phase out implementation.
- Submit a final report summarizing activities and deliverables at the conclusion of the assignment.
Requirements
- Advanced university degree (Master’s or equivalent) in economics, engineering, sciences, environment, energy, business administration, or other relevant discipline is required.
- Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 3 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.
- A minimum of three (3) years of practical experience in the implementation of technical cooperation projects under Multilateral Environmental Agreements is required.
- Experience in the design, execution and monitoring of projects and programmes under the Montreal Protocol is desired.
- Knowledge of HCFC compliance commitments and modalities for the implementation of HCFC Phase-out Management Plans, particularly those applicable to Mexico is desired.
- Experience working with government institutions, international or non-governmental organizations supporting development work in Mexico is desired.
- Experience in working in/with the private sector, including the industrial sector in Mexico is desired.
- Fluency in written and spoken Spanish is required.
- Working knowledge of English is required.
