See your match score & applyThe National Ozone Office Coordinator (NOOC) will be based at the National Ozone Unit (NOU) at SEMARNAT in Mexico City and will coordinate all project and portfolio-level activities with SEMARNAT and UNIDO. The NOOC provides technical services and ensures the efficiency and effectiveness of Montreal Protocol projects, supporting Mexico's compliance commitments under the Montreal Protocol and Kigali Amendment.
Responsibilities
- Coordinate the work of the NOU team by distributing tasks amongst the Project Management Unit, ensuring timely completion of these tasks and providing quality assurance.
- Ensure coordination and synergies across the activities of the project portfolio, including HPMP and KIP, and strengthen collaboration among project teams.
- Coordinate and supervise the implementation of the MLF project portfolio, including HPMP, HFC phase-down, institutional strengthening, and related climate change action derived from the Kigali Amendment.
- Coordinate with all the implementing and bilateral agencies involved in implementing the Montreal Protocol.
- Ensure effective operation of the ODS and HFC control and monitoring system.
- Ensure efficient and timely data collection and reporting (Article 7 and Country Programme Data) to the Multilateral Fund and the Ozone Secretariats.
- Hold regular consultations and coordination with local stakeholders (industry, associations, and governmental stakeholders).
- Participate in and contribute to meetings of the Montreal Protocol, such as the Executive Committee, Open-Ended-Working Group, Meeting of the Parties and regular network meetings on regional cooperation.
- Coordinate public awareness activities on ozone protection and climate change related aspects.
- Organize targeted events such as national ozone day celebration, international cooling day, etc.
- Coordinate the actions and agreements to comply with the MLF agreement of the HPMP and with the Montreal Protocol.
- Provide periodical updates to the UNIDO Project Manager and SEMARNAT.
- Contribute to the preparation of progress reports to the donor.
- Produce a detailed Back-to-Office Mission Report (BTOMR) for each trip conducted under the project.
- Submit a final report comprising of a summary of activities carried out attaching all deliverables prepared within the scope of the assignment.
- Prepare a consolidated final report detailing all activities and results and submit to UNIDO by the end of the contract period.
Requirements
- Advanced university degree (master's or equivalent) in social or natural sciences, engineering, project administration, economics or other relevant disciplines with a specialization in management is required.
- Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 5 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.
- A minimum of five (5) years of working experience in the field of project management and coordination, and/or administration is required.
- Experience at the international level, involving technical cooperation in developing countries is required.
- Experience in international negotiations/environmental diplomacy and policy dialogue is desirable.
- Experience with or knowledge of the Government of Mexico’s environmental strategies and priorities is desirable.
- Experience with international environmental agreements, including knowledge of the Vienna Convention and the Montreal Protocol and/or UN Framework Convention on Climate Change is desirable.
- Experience in working in/with the private sector, including the industrial sector is desirable.
- Fluency in written and spoken Spanish and English is required.
- Fluency in or working knowledge of another UN language is an asset.
