Soporte a procesos de asistencia técnica nacional en gestión presupuestal publica y estructuración de proyectos de inversión para niñez, Social Protection, 10 meses

The consultant will strengthen national capacities of over 100 decision-makers in budgetary and financial management for vulnerable children through training processes, production of evidence-based public policy inputs, and advisory on innovative financing mechanisms for investment in childhood. The role includes designing and implementing training modules, preparing policy notes and investment gap analyses, and providing strategic advice on tax credit mechanisms for childhood investment.

Responsibilities

• Design and implement 6 national training modules with replicable methodological packages.
• Prepare 2 technical policy notes and investment gap analyses.
• Provide strategic advice on tax credit mechanisms as financing for childhood investment and institutionalization in territories.
• Provide technical support to the National Planning Department (DNP) and Colombian Institute of Family Welfare (ICBF) in adapting the childhood and adolescence budget tracer to the unified tracer model established by the Ministry of Finance and DNP.

Requirements

• Master's degree in economics, public administration, finance, law, political science, international relations, industrial engineering, planning or related fields.
• Postgraduate training in public policy, public finance, development, social investment or related fields.
• Minimum of 8 years of professional experience.
• At least 5 years of specific experience in at least three of the following areas: public finance, budget analysis, public investment planning, project formulation or structuring, territorial financing from multiple sources (tax credit mechanisms, royalties, General System of Participations, etc.), social investment, innovative financing mechanisms.
• Experience producing technical analyses and facilitating technical assistance or capacity building processes at the territorial level.
• Demonstrable experience supporting budget management bodies such as Tax Credit Committees, OCADs, etc.
• Proven knowledge in training processes and analysis in budgetary and financial management of public policies for children and adolescents, as well as understanding of the Colombian State's institutional functioning and planning, budgeting and project management processes at national and territorial levels.
• Ability to coordinate with multiple stakeholders and produce high-quality written products in Spanish.
• Native Spanish language proficiency.
