Social Protection Consultant

The Social Protection Consultant will provide technical support to strengthen emergency preparedness and response capacities of Social Assistance at municipal and state levels in Brazil. The role involves developing technical guidelines for contingency plans tailored to territorial risk profiles to improve social protection responses to climate-related and other emergencies.

Responsibilities

• Map existing Social Assistance contingency plans and practices in selected states and municipalities, consolidating findings into a diagnostic report with preliminary recommendations and a draft outline of technical guidelines
• Develop the first version of technical guidelines for the elaboration of contingency plans focused on Social Assistance, incorporating findings from the initial assessment for review by SNAS and other stakeholders
• Finalize the technical guidelines for contingency plans focused on Social Assistance, incorporating feedback from SNAS and stakeholders, resulting in a final document ready for official validation and dissemination by SNAS

Requirements

• Bachelor's Degree in Social Work, Social Sciences, Political Science, or another related field
• Minimum of three years of professional experience with the Unified Social Assistance System (SUAS) at the municipal or state level
• Fluency in Portuguese is mandatory
• Fluency in English is not required for this assignment
• Advanced knowledge of the Unified Social Assistance System (SUAS)
• Excellent report writing skills
• Excellent coordination and facilitation skills
• Knowledge of SUAS in emergencies (desirable)
• Professional experience in Climate Change or Disaster Risk Reduction (desirable)
• Relevant experience in a UN agency (desirable)
