The Social Policy Officer (Information/Data Management) supports the management of beneficiary data for cash transfer programs under the Social Policy Section in Mali. The role involves supervising software implementation, managing databases, programming data collection forms, and supporting information systems for social protection programs.

Responsibilities

  • Support the management of beneficiary data for cash transfer programs within the Social Policy Section.
  • Supervise the implementation of software solutions and ensure technical requirements are met.
  • Manage and maintain databases using software such as Microsoft Access, Excel, and MySQL.
  • Program data collection forms and fix bugs using mobile data collection applications like ODK and Kobo Toolbox.
  • Utilize APIs and online data consolidation servers to support data management.
  • Collaborate with program teams to develop and maintain management information systems for social protection programs.
  • Support integration and coordination with government information systems and other stakeholders.
  • Contribute to the development and use of GIS and online application services to enhance data management and analysis.

Requirements

  • A university degree in information systems management, information technology, computer science, or any other relevant discipline.
  • At least 2 years of experience in managing beneficiary data for cash transfer programs.
  • Experience in supervising software implementation and understanding technical requirements.
  • Good knowledge of database software such as Microsoft Access, Excel, and MySQL.
  • Proficiency in programming languages such as Python, Visual Basic, ASP.net, VBScript, JavaScript, PHP, ExtJs/GXT, and C#.
  • Experience using mobile data collection applications such as OpenDataKit Suite (ODK) and Kobo Toolbox, including form programming and bug fixing.
  • Experience using application programming interfaces (API).
  • Experience using online data consolidation servers.
  • Fluency in French is required.
  • Good knowledge of English or another UN official language or a local language is an asset.
  • Relevant professional experience in software design and IT is an asset.
  • Knowledge and experience in developing management information systems (MIS) for social protection programs is an asset.
  • Knowledge and experience working with government information systems (MIS) is an asset.
  • Experience using GIS software such as ArcGIS and online application services like Google App Engine (Google Docs, Forms, Maps, etc.) is an asset.
  • Experience working with UN agencies, preferably UNICEF, is desirable.
  • Relevant country-level experience, especially in development, fragile, and humanitarian contexts, is essential.
