Regulatory Framework, Policy and Procedure Development Consultant

This consultancy provides specialist drafting, regulatory coherence, quality assurance and governance-process expertise to develop or revise organizational regulatory instruments over a 12-month period. The consultant will support formal consultation and governance review processes to produce defined, verifiable document packages.

Responsibilities

• Develop or revise an estimated 5 to 10 organizational regulatory instruments over a 12-month period.
• Provide specialist drafting, regulatory coherence, quality assurance and governance-process expertise.
• Support formal consultation and governance review processes.
• Produce defined, verifiable document packages including decision papers, impact assessments and approval documentation.

Requirements

• Master’s Degree in Law, public policy, public administration, governance, international development or related discipline.
• At least 8 years of relevant professional experience in developing or revising institutional policies, procedures or regulatory instruments.
• Demonstrated experience supporting formal consultation and governance review processes.
• Full proficiency in English.
• Excellent regulatory drafting and editing skills.
• Regulatory coherence analysis.
• Policy architecture expertise.
• Stakeholder comment resolution skills.
• Document control and traceability.
• Preparation of decision papers, impact assessments and approval documentation.
• Ability to manage complex multi-document deliverables.
• Experience with UNICEF/UN regulatory frameworks and processes (desirable).
