The consultant will coordinate planning, execution, and monitoring of the water, sanitation and hygiene (WASH) program activities, facilitate sectoral coordination among government, UNICEF, development partners, and non-state actors, support institutional reforms, contribute to monitoring and reporting, and ensure integration of cross-cutting issues such as gender, inclusion, climate change, child protection, and protection against sexual exploitation and abuse.

Responsibilities

  • Coordinate planning, execution and monitoring of program activities according to expected results, indicators and deadlines
  • Facilitate sectoral and intersectoral coordination among government institutions, UNICEF, African Development Bank, development partners and non-state actors
  • Support management of institutional, organizational and regulatory reforms planned under the program
  • Contribute to monitoring and evaluation, capitalization of good practices and quality reporting of the program
  • Ensure cross-cutting integration of gender, inclusion, climate change, child protection and Protection against Sexual Exploitation and Abuse (PSEA) in all program interventions
  • Produce narrative and financial reports according to predefined deadlines

Requirements

  • Master's degree (BAC+5) in project management, civil engineering, water, sanitation, environmental engineering, social sciences or other relevant fields
  • At least 5 years of experience in water, hygiene and sanitation project management, policies and strategies for drinking water, hygiene and sanitation, and systems strengthening
  • Proven expertise in project coordination and management
  • Proven expertise in water, hygiene and sanitation including resilience of WASH infrastructure and services to climate change
  • Expertise in diagnostics and evaluation in the water, hygiene and sanitation sector
  • Proven experience in capacity building and development of policy and strategy documents
  • Good knowledge of UNICEF regulations and strategic documents in water, hygiene and sanitation
  • Knowledge of water supply and sanitation regulation, tariffs, governance and policy in developing countries
  • Ability to develop high-quality guidance documents, technical analyses and development products applied to water policy, sanitation, infrastructure or related fields
  • Proven writing and editorial skills and deep knowledge of the water and sanitation sector in African countries
  • Fluency in French and good knowledge of English
