Operations Manager

The Operations Manager at UNICEF Algeria manages the effective, cost-efficient, and secure operations to support administration, management, and implementation of UNICEF's cooperation program in Algeria. The role includes oversight of finance, ICT, procurement, and administration, contributing to strategic decisions as part of the country leadership team.

Responsibilities

• Manage effective, cost-efficient, and secure operations to support UNICEF Algeria's administration, management and program implementation.
• Oversee finance, ICT, procurement, and administration functions in line with organizational strategies and plans at national, regional and global levels.
• Contribute to strategic decisions as a member of the country leadership team.
• Promote people development, financial resource management, risk management, systems and structures enhancement, and partnerships.

Requirements

• Master's degree or equivalent in Business Management, Financial Management, Accounting, Public Finance, related operational functions (supply chain, human resources, IT, international trade, project management), or full professional accounting qualification (CA, ACA, ACCA, CPA, CIMA, CPFA, Chartered Accountant) from a recognized international body.
• Two additional years of relevant professional experience post-Bachelor's degree may substitute for a Master's degree.
• Minimum 5 years of professional experience at national and/or international levels in one or more operational management areas: Budget, Financial Management and Reporting, Facilities Management, Administration, Procurement and Logistics, ICT, Human Resources.
• Knowledge of results-based management is required.
• Proficiency in Microsoft Office applications is required.
• Fluency in Arabic and French is mandatory; knowledge of English is an asset.
• Experience in development sector, UN system or international NGOs is an advantage.
• Experience in audit and investigations, security, grant management, enterprise risk management is desirable.
• Experience with ERP and SAP systems is an asset.
• Experience supporting partners in HACT implementation is an asset.
• Relevant country-level experience, especially in development, fragile and humanitarian contexts.
• Basic knowledge of human resources management principles.
• Ability to identify problems, conduct rigorous research and formulate recommendations.
• Strong research, planning and organizational skills.
• Excellent computer systems and tools proficiency.
• Ability to communicate effectively in a diverse environment, adapting language, tone and format to audience.
• Ability to understand needs of managers and staff while ensuring fair application of HR rules.
