The consultancy aims to design guidelines and a training package on procurement and public financial management for health managers at various government levels in Bangladesh. The consultant will facilitate training sessions, develop practical learning materials, and provide technical coaching to strengthen procurement and financial management practices within the Ministry of Health and Family Welfare and Local Government Institutions.

Responsibilities

  • Design a guideline and a five-day training package on procurement and financial management by adapting existing modules and resources.
  • Facilitate final review and endorsement of the guideline and training package considering prior DGHS support findings.
  • Conduct two national Training of Trainers sessions for DGHS and Local Government Institutions (City Corporations).
  • Support eight divisional trainings/ToTs and provide hands-on technical coaching to designated DGHS and city corporation officials.
  • Develop practical learning materials based on real financial management challenges to help health managers understand procurement processes and strengthen PFM practices.
  • Work directly with Planning & Research unit of DGHS, with coordination and supportive monitoring from UNICEF.

Requirements

  • Minimum Educational Qualification: Master’s degree or an equivalent university degree obtained from a government-recognized or UGC-approved university/institution.
  • Minimum Qualification related to the assignment: Training/Degree/Diploma in Public Procurement; preferably in addition, Business Administration/Financial Management.
  • Minimum of Ten (10) years of progressive professional experience in Public Administration, and/or Public Procurement, and/or Public Financial Management, with preferable experience in engagement with large scale government projects, capacity building initiatives for government officials.
  • Experience with Ministry of Health and Family Welfare and its operational agencies/directorates is an added advantage.
  • Proven working experience in/with Government of Bangladesh in areas related to Procurement, Public Financial Management, including direct engagement/working relationship with key ministries such as Ministry of Finance, and/or Ministry of Planning, and/or the Ministry of Health and family welfare.
  • Working with Procurement and Public Financial Management related high level GoB officials, and in partnership with international or multilateral agencies like UNICEF or WHO would be an added advantage.
  • Good technical writing skills in English and Bengali, and Fluency in spoken English is required.
  • Comprehensive knowledge and hands-on experience in public procurement and financial management with policy and operational level engagement.
  • In-depth knowledge of policy and operational details of programme planning and budgeting, budget utilization and reporting and compliance, public procurement system, e-GP, financial management and compliance systems in the government, expenditure processes and reporting.
  • Comprehensive analytical and in-depth understanding of challenges, issues, interventions, current context, and working evidence of public procurement and financial management issues, bottlenecks for government officials, especially the managers working under the Ministry of Health and Family Welfare, its directorates (DGHS, DGFP, DGNM etc.), Local Government Institutions (City Corporations) and other affiliated/associated institutions, including but not limited to health facilities and health programme implementation at division, district, upazila and community (union) levels.
  • Ability to develop and analyze policy documents related to complex and highly technical matters like public procurement, compliance, budgeting, expenditure planning and operational & financial management and reporting.
  • Ability to develop comprehensive, easy to understand and follow capacity building materials related to complex and highly technical matters like public procurement, compliance, budgeting, expenditure planning and operational & financial management and reporting.
  • Support to and mentoring on budget utilization and reporting and compliance, public procurement system, e-GP, financial management and compliance systems in the government, expenditure processes and reporting;
  • Capacity to mentor and provide in-depth guidance on Tender Documentation & Procurement, planning and budgeting: Demonstrated expertise in preparing and reviewing procurement-related documentation including but not limited to technical specifications, Bills of Quantities (BoQ), bidding documents, and procurement-related technical documentation, including those for health sector and programmes.
  • Technical Evaluation Experience: Experience serving as a technical evaluator or member of technical evaluation committees, including assessment of bid compliance, vendor qualifications, technical responsiveness, and financial evaluation processes.
  • Ability to simplify complex technical issues for non-technical personnel in light of operational realities, real life examples and context.
  • Excellent communication skills in written and verbal form with efficiency and aptitude for rendering effective capacity development with relevant experience.
  • Ability to effectively mentor and provide guidance on complex technical issues.
  • Proven ability to coordinate effectively and maintain professional working relationships with senior officials, directors, and engineering departments under the Ministry of Health and Family Welfare (MoHFW), Government of Bangladesh (GoB), including DGHS, DGFP, and related institutions.
  • Previous experience working with or supporting projects funded, implemented, or managed by international development partners such as UNICEF, WHO, or other donor agencies is highly desirable.
  • High level networking with key government leadership and officials.
  • Experience in Public Procurement Rules, Public Procurement Act, e-GP, Tendering and contracting, Public Private Partnership, Service Procurement, Strategic Purchasing, Outsourcing rules and practices, UN/government work.
