National Field Monitoring Consultant (Office based)

The consultant will provide dedicated field monitoring coordination, systems support, data quality assurance, and third-party monitoring deployment tracking support to UNICEF Myanmar PME. The role involves organizing, following up, and documenting field monitoring and TPM deployments across sectors and field offices to ensure timely, accurate, and usable information for planning and follow-up.

Responsibilities

• Provide dedicated field monitoring coordination, systems support, data quality assurance, and third-party monitoring deployment tracking support to UNICEF Myanmar PME.
• Support the organization, follow-up, and documentation of field monitoring and TPM deployments across sectors and field offices.
• Ensure UNICEF sector staff, field office colleagues, CSO implementing partners, and third-party monitoring agency staff have timely, accurate, and usable information for planning and follow-up.
• Strengthen the use of UNICEF field monitoring systems, including eTools/FMM and ActivityInfo.
• Improve the quality and consistency of field monitoring information.
• Support ethical and accountable evidence generation practices in TPM deployments.

Requirements

• Bachelor's degree in Social sciences, development studies, statistics, monitoring and evaluation, information management, education, public policy, or another relevant discipline.
• A Master’s degree in a relevant field is an asset.
• At least 3 years of relevant professional experience in monitoring, field monitoring, programme coordination, information management, implementing partner coordination, or related work.
• Experience working with CSO implementing partners, third-party monitoring arrangements, or field-based programme monitoring is an asset.
• Fluency in English and Burmese is required.
• Strong written communication skills in English are required.
• Strong self-learning ability and willingness to independently learn new information systems, including eTools/FMM and ActivityInfo.
• Ability to quickly understand UNICEF's monitoring ecosystem and proactively identify issues, risks, and solutions.
• Strong comfort with data, trackers, databases, dashboards, and routine data quality review.
• Excellent organizational skills, with ability to manage multiple deployment schedules, meeting actions, deadlines, and stakeholder follow-up.
• Conscientious and respectful approach to working with CSO implementing partners and third-party monitoring personnel.
• Strong communication and coordination skills for liaising with UNICEF sector staff, field office staff, CSO partners, and TPMA staff.
• Good understanding of ethical approaches to data collection and evidence generation, including do-no-harm, confidentiality, informed consent, and data protection.
• Advanced MS Excel skills such as Pivot Table analysis; working knowledge of Power BI and PowerPoint is desirable.
• Prior experience with UNICEF systems or procedures, including eTools/FMM, ActivityInfo, Field Monitoring guidance, or implementation partnership management, is an advantage.
• Prior experience supporting training or orientation for partners is an asset.
