The consultant will provide technical assistance to advance adolescents’ rights to participation and civic engagement in Indonesia, supporting government and UNICEF efforts to strengthen platforms, systems, and accountability mechanisms for child and adolescent participation in development planning processes.

Responsibilities

  • Provide technical assistance to support the advancement of adolescents’ rights to participation and civic engagement in Indonesia.
  • Support the strengthening of platforms, systems, and accountability mechanisms that enable children and adolescents to express their views and have their voices considered in decision-making processes.
  • Assist in the development and monitoring of the child and adolescent participation monitoring information system (Suara Makna).
  • Conduct policy or regulatory reviews and develop technical notes and guidance to support regulatory alignment.
  • Develop and deliver training materials, facilitation tools, workshops, and capacity building tools for government, civil society, children, adolescents, and young people.
  • Support data quality monitoring, reporting templates, programme monitoring, and management of information systems related to child and adolescent participation.

Requirements

  • A master's degree in social sciences, development studies, public policy, law, education, psychology, social welfare, human rights, information systems, or other relevant fields is required.
  • A PhD degree in a relevant field is an advantage.
  • At least 5-8 years of relevant professional experience in child rights, child and adolescent participation, youth engagement, public policy, capacity building, governance, programme monitoring, community development, or related fields.
  • Experience working with UNICEF and government counterparts at national and subnational levels, particularly MoWECP, Bappeda, DP3A, or other relevant institutions.
  • Familiarity with government planning and budgeting processes, including Musrenbang, local development planning, Child Friendly City/District mechanisms, or related accountability systems.
  • Experience conducting policy or regulatory review, developing technical notes, drafting guidance, or supporting regulatory alignment.
  • Experience developing and delivering training materials, facilitation tools, workshops, capacity building tools, or learning materials for government, civil society, children, adolescents, or young people.
  • Experience supporting data quality monitoring, reporting templates, programme monitoring, or management of information systems is preferred.
  • Demonstrated understanding of meaningful child and adolescent participation, inclusive participation principles, and safeguarding considerations when working with children and adolescents.
  • Ability to translate technical concepts into practical, user-friendly materials and guidance.
  • Ability to work independently, meet deadlines, and coordinate with multiple stakeholders.
  • Good analytical, facilitation, communication, and presentation skills.
  • Excellent written and verbal communication skills in Bahasa Indonesia and English, including the ability to engage both government stakeholders and young people.
  • Strong network with the government counterparts at national and subnational levels, particularly Ministry of Women Empowerment and Child Protection for more than two years is an advantage.
  • Politically and culturally sensitive, awareness of gender, adolescents, and disability inclusion issues, with qualities of patience, tact, and diplomacy.
  • A minimum of 5-8 years’ experience with either the UN and/or NGO is considered an asset.
