National Consultant (PSEA) for SEA Risk Assessment (Sub-national level)

The consultant will conduct a sub-national SEA risk assessment using the SEARO methodology to identify and analyze SEA risks, provide findings and recommendations to promote safer programs, and inform capacity development for SEA prevention and response. The assignment includes desk review, questionnaire development, primary data collection, data analysis, validation workshops, and final reporting.

Responsibilities

• Conduct desk review and literature analysis and initiate the plan by end of August 2026.
• Develop questionnaires and primary data collection plan by mid-September 2026.
• Conduct primary data collection through surveys, key informant interviews (KIIs), and focus group discussions (FGDs) by end of October 2026.
• Analyze data and consult with stakeholders to produce preliminary findings by mid-November 2026.
• Facilitate validation workshop session of preliminary findings and produce workshop report by end of November 2026.
• Draft final report, incorporate feedback, and validate final report by mid-December 2026.
• Present results and mitigation plan to PSEA network and UNICEF by end of December 2026.

Requirements

• Master’s Degree or equivalent Advanced Degree in public health, governance-related, public policy/administration, or another related field.
• Minimum five years of experience as a professional in developmental fields, especially in the field of Child protection, PSEA, Safeguarding, research, data analysis, and report writing.
• Sound knowledge of working with computers and using Microsoft Office (Word, Excel, PowerPoint).
• Prior experience of report related to developmental programme especially in the field of Child protection, PSEA, Safeguarding or International PSEA standards and policies will be an advantage.
• Strong command of writing skills in both English and Myanmar languages.
• Knowledge and understanding of Myanmar and its development context.
• Well organized and structured, good attention for detail.
• Professional work ethic, integrity, and initiative.
• Experience of working with UN agencies is a plus.
• Prior sound knowledge and experiences in SEA risk assessment, gender-based violence, child protection and/or education will be an advantage.
• Ability to work under pressure and competing priorities.
