National Consultant for the Assessment, Costing and Lessons Learned on School Rooftop Solarization

The consultant will assess and cost the rooftop solarization scheme at Sakten MSS, document benefits, challenges, and lessons learned to inform decision-making and potential scale-up. The role involves technical assessment, financial analysis, and reporting under the supervision of UNICEF Bhutan's Education Specialist.

Responsibilities

• Develop methodology, workplan, tools, and data request list for assessment.
• Prepare plan for data collection including observations, interviews, and technical assessment with relevant stakeholders.
• Verify system configuration and performance indicators of the solar facility.
• Review installation quality and safety practices.
• Document operational routines including monitoring, fault reporting, and maintenance.
• Validate baseline and post-install electricity consumption and costs.
• Assess use of solar facility as a STEM learning tool and its environmental and energy resilience benefits.
• Develop life-cycle costing spreadsheet including CAPEX, OPEX/O&M, and replacement cycles.
• Calculate simple payback and provide sensitivity analysis.
• Summarize lessons learned and provide actionable recommendations for scale-up.
• Assess institutional arrangements and document logistical, procurement, and maintenance challenges.
• Deliver inception report, data collection outputs, draft report with costing model, validation presentation, and final package including report and tools.

Requirements

• Masters Degree in Renewable Energy/Engineering/Energy Economics/Education/Environmental Studies or related field.
• Minimum 7 years’ experience across at least two areas: solar PV assessment/design review; life-cycle costing/financial analysis (payback, LCOE).
• Strong analytical writing and ability to produce user-friendly costing tools and reports.
• Proposal should include motivation letter, full Curriculum Vitae, proposed approach and methodology, lump sum fee structure including travel, names and CVs of collaborators if applicable, and samples of previous relevant work.
