National Consultancy to Support Gender-Responsive Budgeting (GRB) and its Automation in Rwanda’s Public Financial Management System

The consultant will support gender-responsive budgeting and its automation within Rwanda’s Public Financial Management System, embedded within MINECOFIN’s National Budget Department. The role involves collaboration with UNICEF and government stakeholders to enhance budget systems with a gender and child-responsive focus.

Responsibilities

• Support the integration and automation of gender-responsive budgeting within Rwanda’s Public Financial Management System.
• Work embedded within MINECOFIN’s National Budget Department under the supervision of the Director General of the Budget Management and Reporting Directorate and UNICEF Chief of Social Policy.
• Collaborate closely with the Ministry’s current GRB Analyst to facilitate implementation and capacity building.
• Provide technical expertise on gender and equity analysis in budgeting processes.
• Contribute to report writing and documentation related to GRB automation and implementation.

Requirements

• Master’s degree in Economics, Public Finance, Public Policy, Gender and Development, Development Studies, or a related field.
• At least 5 years’ professional experience in public financial management, budgeting and/or gender-responsive budgeting (GRB), preferably in support of government.
• Practical experience with budget / PFM information systems (IFMIS or equivalent) including requirements definition, configuration, testing or roll-out.
• Strong understanding of gender and equity analysis and, ideally, child-responsive budgeting.
• Knowledge of Rwanda’s PFM system, budget cycle and gender policy framework.
• Strong analytical, capacity-building, facilitation and report-writing skills.
• Fluency in English and Kinyarwanda required; knowledge of French an asset.
• Familiarity with UNICEF/UN child safeguarding and PSEA policies is desirable.
• Prior experience automating GRB or gender tagging within a national IFMIS is desirable.
• Affinity with child rights and volunteerism is desirable.
