Monitoring & Evaluation Specialist

The Monitoring & Evaluation Specialist will provide technical leadership and support to strengthen results-based management across the UNICEF Malawi office. The role focuses on enhancing the design and implementation of the Country Programme monitoring and evaluation framework, ensuring robust monitoring systems, data analysis, and contributing to high-quality corporate and donor reports to inform evidence-based decision-making.

Responsibilities

• Provide technical leadership and support to strengthen results-based management across the office.
• Enhance the design and implementation of the Country Programme monitoring and evaluation framework in line with UNICEF and national standards.
• Ensure robust monitoring systems are in place to support high-quality data collection, validation, and analysis across programme sectors.
• Analyze data and contribute to the development of high-quality corporate and donor reports that inform evidence-based decision-making.
• Support the planning, commissioning and utilization of evaluations to improve programme performance and learning.
• Work closely with government and partners to strengthen national data and monitoring systems.
• Build the capacity of staff and partners in monitoring, evaluation and data use to foster a strong results-based culture.

Requirements

• Master or equivalent (Advanced University Degree) in social sciences, statistics, planning development, planning, and any other related fields.
• At least 5 years of relevant professional work experience in monitoring and evaluation, data analysis, or programme performance management.
• Demonstrated experience in designing and implementing M&E frameworks, including indicators, baselines, and targets.
• Experience supporting programme planning processes, including annual work planning and review processes.
• Experience in results-based management (RBM) and performance monitoring frameworks.
• Proven ability in data analysis, data quality assurance, and use of evidence to inform programme decisions.
• Experience working with national data systems and government counterparts, particularly in the Malawi context or similar settings.
• Demonstrated ability to produce high-quality analytical reports, dashboards, and briefs for decision-making.
• Fluency in English is required.
• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
• At least one instance of exposure to emergency programming, including preparedness planning.
• Active involvement in a humanitarian crisis response programme preferred.
• Experience working with UN agencies, NGOs, or international development organizations is an asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
