Health Officer (NO-1), TA (364 days)

The Health Officer provides technical and operational support for planning, implementation, monitoring, and reporting of Pandemic Fund-supported activities under UNICEF's responsibility. The role supports public health emergency preparedness and response, disease surveillance, coordination, risk management, and health systems strengthening in Senegal.

Responsibilities

• Provide technical and operational support for planning, implementation, monitoring, and reporting of Pandemic Fund-supported activities under UNICEF’s responsibility.
• Support programme delivery in public health emergency preparedness and response, disease surveillance, coordination, risk management, and health systems strengthening.
• Work closely with government counterparts, implementing partners, and UNICEF programme teams to support effective and timely implementation of project activities.
• Monitor progress against agreed workplans and results frameworks.
• Contribute to quality assurance, data analysis, documentation, and reporting.
• Support coordination among stakeholders to facilitate harmonized implementation of Pandemic Fund interventions.
• Promote effective monitoring, accountability, and risk management processes.
• Contribute to capacity-building efforts and knowledge-sharing activities to strengthen national preparedness and response systems.
• Support integration of equity-focused and inclusive approaches in programme implementation to strengthen health security and resilience of health systems.

Requirements

• Bachelor or equivalent (First Level University Degree) in public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
• A minimum of 1 year of professional experience in public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
• Experience supporting coordination of partnerships at national level with government institutions, international organizations, and/or NGOs.
• Relevant experience working in the United Nations system is considered an asset.
• Strong communication and report-writing skills.
• Solid experience in programme monitoring and follow-up.
• Proficiency in standard office software (MS Office, Excel).
• Fluency in French is required.
• Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language is desirable.
• Familiarity with project management tools/platforms is desirable.
• United Nations Experience is an asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
