Health Officer

The Health Officer will support all stages of the programme cycle, from planning and development to implementation, monitoring, evaluation, and reporting of results. The role involves programme management, stakeholder engagement, partnership building, knowledge-sharing, and providing technical assistance to government counterparts and partners to improve health outcomes for children and women in the Philippines.

Responsibilities

• Support all stages of the programme cycle including planning, development, implementation, monitoring, evaluation, and reporting of health-related programmes.
• Conduct and update health situation analysis for programme development and management.
• Research and report on development trends to enhance programme management and delivery of results.
• Contribute to development and establishment of sectoral programme goals, objectives, strategies, and results-based planning.
• Provide technical and operational support throughout programming processes including preparation of documentation and compliance with organizational processes.
• Prepare documentation to facilitate programme review and approval.
• Work collaboratively with colleagues and partners to address operational and implementation issues and provide solutions.
• Participate in monitoring and evaluation exercises, programme reviews, and sectoral reviews with government and counterparts.
• Monitor and report on use of programme resources and compliance with rules, regulations, and donor commitments.
• Prepare regular sectoral programme/project reports for management, donors, and partners.
• Conduct regular programme field visits and surveys to assess progress and provide technical support.
• Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other stakeholders on UNICEF policies and best practices.
• Build and sustain effective partnerships with health sector government counterparts and national stakeholders.
• Draft communication and information materials for programme advocacy and fundraising.
• Participate in inter-agency coordination on health programmes and UNDAF processes.
• Research potential donors and prepare resource mobilization materials.
• Identify, capture, synthesize, and share lessons learned for knowledge development and capacity building.
• Apply innovative approaches and promote good practices to support programme implementation.
• Participate as a resource person in capacity building initiatives.

Requirements

• Bachelor or equivalent (First Level University Degree) in public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
• At least 2 years of professional experience in one or more of the following areas: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
• Fluency in English and Tagalog is required.
• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
• A doctorate in medicine is an asset.
• Experience working in a developing country is considered as an asset.
• Relevant experience in a UN system agency or organization is considered as an asset.
• Experience of working in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is considered an asset.
• Experience working as a licensed physician is a strong asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
