Health Manager, P-4, TA (6 months)

The Health Manager (Emergency - Ebola Response), P-4, will provide high-level technical and operational support to improve the quality, timeliness, convergence and accountability of UNICEF-supported interventions in the Ebola outbreak response in the Democratic Republic of Congo. The role requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities.

Responsibilities

• Coordination and Epidemiological monitoring.
• Community-based surveillance, case finding and contact follow-up.
• Holistic case management, including clinical care for pediatric Ebola patients.
• Continuity of essential health services.
• Community engagement and cross-sectoral convergence.
• Programme management, team supervision and partnerships.

Requirements

• An advanced university degree (Master's degree or higher) in medicine, complemented by postgraduate training in public health, epidemiology, infectious-disease control, tropical medicine or another relevant field.
• At least eight (8) years of relevant professional experience in the planning, management and implementation of public-health emergency programmes at national and international levels.
• Demonstrated experience in outbreak response, including surveillance, alert investigation, contact follow-up, coordination and programme monitoring.
• Demonstrated ability to analyse epidemiological and operational data, formulate decision-oriented recommendations and communicate with technical, government and donor audiences.
• Fluency in French and English is required.
• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or Knowledge of Swahili or another language relevant to eastern DRC is an asset.
• Operational experience responding to Ebola or another viral haemorrhagic fever is strongly desired.
• Experience in a complex, fragile or conflict-affected humanitarian setting, as well as within UNICEF, a United Nations agency, WHO, Africa CDC or an international public-health emergency response organization, is an asset.
• Experience with outbreak vaccination, cold-chain management and/or continuity of essential services is an asset.
• Training in field epidemiology is an asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
