Evaluation Officer (NO-2)

The Evaluation Officer is responsible for the effective implementation of evaluations of the Country Programme’s Costed Evaluation Plan and other evaluations as required. The role supports communication, partnerships, and capacity development activities to strengthen national and sub-national evaluation capacity, and coordinates office-wide knowledge management to promote good evaluation practices within UNICEF Jordan Country Office.

Responsibilities

• Plan, design, implement, and follow-up evaluation activities across the country office.
• Coordinate with other agencies and engage with national and international stakeholders to ensure delivery and use of high-quality evaluations.
• Support communication, partnerships, and capacity development activities to strengthen evaluation capacity at national and sub-national levels.
• Coordinate office-wide knowledge management to promote good evaluation practices and evaluation culture within UNICEF Jordan Country Office.
• Ensure evaluations comply with UNICEF’s Evaluation Policy, ethics procedures, and recognized professional norms and standards including the 2016 UN Evaluation Group Norms and Standards for Evaluation.
• Work under the formal reporting line to the Chief of Planning, Monitoring and Evaluation and collaborate with MENARO Multi-Country Evaluation Specialist for oversight and technical support.
• Maintain direct access to the UNICEF Jordan Representative on evaluation through a dotted-line reporting relationship.

Requirements

• Bachelor or equivalent (First Level University Degree) in humanities, social sciences, development economics, statistics, public administration, performance management, monitoring and evaluation or related fields.
• A degree or certification/accreditation in Evaluation is a significant advantage.
• Minimum 2 years of professional experience in supporting or implementing equity-focused evaluations and managing the evaluation function at national and/or international level as per UNICEF and/or UNEG norms and standards for Evaluation in the UN System.
• Technical knowledge and experience in programme evaluation, evaluation design, data analysis, and reporting is required.
• Experience in managing evaluations, strong analytical skills, and ability to synthesize and clearly summarize qualitative and quantitative data are essential.
• Fluency in English and Arabic is required.
• Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset.
• Experience in supporting national evaluation capacity and working with professional evaluation associations and evidence dissemination is preferable.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
