Digital Impact Specialist

The Digital Impact Specialist coordinates and supports Technology for Development programmatic support at the country level, working closely with programme teams to integrate ICTs and digital innovation into UNICEF programming. The role involves managing ICT functions, providing technical support, supervising staff and consultants, and fostering digital capacity building and innovation.

Responsibilities

• Coordinate and support demand for Technology for Development programmatic support at the country level.
• Work with programme teams in the identification, assessment and integration of ICTs and digital innovation into UNICEF programming.
• Strengthen internal capacity to lead and support T4D-related initiatives.
• Identify and engage with key partners and build business relationships.
• Apply reusable and replicable technical building blocks to maximize scale-up and sustainability of technology and digital innovation for UNICEF programming.
• Work closely with programmes and operations in the Country Office, external partners, and liaise with Regional Office Digital Impact team and central Digital Impact Division.
• Supervise local staff and oversee the work of consultants.
• Provide guidance to Programme and Operations staff on T4D initiatives and ICT project implementation.
• Manage the ICT function and provide technical and operational support.
• Lead digital/data solution implementation, strategic oversight, policy compliance, resource mobilization, portfolio coordination, project management, knowledge management, digital capacity building, digital innovation, business analysis, and leadership and people management.

Requirements

• An advanced university degree (Master’s Degree or equivalent) in Digital Transformation, Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, International Development or another relevant technical field.
• A minimum of five years of professional experience in Information Communication Technology for Development in a large international organization or corporation.
• Experience identifying, designing and implementing solutions for large-scale projects with technical components, including supervising external vendors and software developers; responsibility for business analysis, budgets, contracts, project management and procurement.
• Experience with ICT, mobile and web-based technologies, particularly designing or deploying tools appropriate to the region.
• Exposure to UNICEF, UN or other INGO programmatic areas, including health, nutrition, child protection and/or education.
• Experience in applying technical solutions to address programmatic issues.
• Fluency in English is required.
• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
• Experience in open source, mobile and emerging technology applied to UNICEF programme areas is desirable.
• Experience working in T4D/ICT4D program design, service design, and field deployment/implementation in developing countries is desirable.
• Experience with RapidPro, Primero, DHIS2, ODK and other global public good technologies, and deploying, maintaining and scaling these technologies is desirable.
• Software programming experience, with focus on writing new code to deliver enhancements, new functionality, and defect resolution as well as proficiency with source code and continuous integration solutions (such as GitHub, Circle/Travis, Jenkins, etc.) is desirable.
