See your match score & applyThe Deputy Representative Operations is a strategic Business Partner role within the Senior Management Team, responsible for leading results, driving change, providing risk-informed, solution-focused analysis and advice, and contributing to programme and management decisions to deliver results for children in all operational contexts. The role focuses on five pillars: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, and Valuing Partners, ensuring efficient and principled humanitarian action in fragile and humanitarian contexts.
Responsibilities
- Lead for results and drive change within the operations function as a strategic Business Partner and Deputy for the Head of the Office.
- Provide risk-informed, solution-focused analysis, advice and services to support programme and management decisions for delivering results for children.
- Manage the office and monitor operations and programmes as needed, assuring the best use of UNICEF assets in alignment with sound management practices, office priorities and goals.
- Focus on five core pillars of operations: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, and Valuing Partners.
- Ensure delivery of timely, efficient and principled humanitarian action and advocacy in fragile and humanitarian contexts in accordance with UNICEF global Policy and Framework for humanitarian action.
- Fulfill UNICEF Cluster Lead Agency (CLA) responsibilities where clusters are activated.
Requirements
- Master or equivalent (Advanced University Degree) in Business management; Financial management; Accounting; Public Finance; and related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project management, etc.) or a full professional accounting designation (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Comptable) from an internationally recognized institute/body of accountancy with valid membership in good standing is required.
- A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only.
- At least 8 years of relevant work experience at the national and international level, specifically in implementing strategic organizational initiatives in one or more operations management areas including budget; financial management and reporting; facilities management; administration; supply and logistics management; information and communication technology; human resources.
- Experience in Results Based Management is a requirement.
- Proficient in Microsoft Office with a strong client-oriented approach.
- Fluency in French and English is required. Knowledge of Arabic is an asset.
- Knowledge of another official UN language (Chinese, Russian or Spanish) or a local language is an asset.
- Prior experience in the development sector or UN system/international NGOs is an asset.
- Prior experience working with or in the private sector, and supporting private sector fundraising, is desirable.
- Experience in a UN system agency, large private or public company, or experience working in a developing country and/or humanitarian/emergency context is an asset.
- Experience in working with corporate ERPs (Enterprise Resource Planning) and IPSAS (International Public Sector Accounting Standards) is highly desirable.
- Experience in supporting successful client-oriented work units is an asset.
- Previous hands on experience in strategic operations is a strong asset.
- Additional experience in Audit and Investigations; Safety and Security; Grant Management; and/or Enterprise Risk Management would be desired.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
