Consultoría internacional para el Análisis Institucional, Reingeniería y Fortalecimiento Organizativo del Ministerio de Educación

Consultancy to conduct institutional analysis, reengineering, and organizational strengthening of the Ministry of Education in Bolivia. The consultant will establish objectives and priorities with the Ministry, perform a strategic diagnosis of the current institutional model, identify gaps and challenges, and provide strategic recommendations for institutional transformation.

Responsibilities

• Establish objectives, priorities, criteria and scope of institutional reengineering jointly with the Ministry, considering its institutional vision, the new Educational Reform agenda and the national context.
• Conduct a strategic diagnosis of the current institutional model, including structure, functions, processes, coordination and decision-making mechanisms, capacities, resources and articulation with different instances of the Plurinational Educational System.
• Identify and prioritize main institutional gaps, challenges and opportunities affecting the Ministry's capacity to exercise its leadership role and respond to current and future sector priorities.

Requirements

• Master's degree or equivalent in public administration, public policy, organizational development, management, economics, law, education, social sciences or other relevant discipline.
• Minimum 7 years of relevant professional experience in institutional diagnosis, reengineering, transformation, organizational strengthening or public sector modernization.
• Demonstrated experience in strategic institutional transformation processes including analysis of institutional and organizational models, structures, functions, processes, capacities and management models.
• Experience in formulation and evaluation of transformation alternatives, strategic recommendations and roadmaps for institutional change processes.
• Experience providing strategic advice to public entities and/or high-level decision makers, preferably in institutional reform or transformation processes.
• Experience designing and facilitating participatory processes for analysis, alternative construction and decision making.
• Knowledge and experience in analysis of institutional and organizational models, structures, functions, processes, capacities and management models.
• Knowledge and experience in transformation, strengthening and modernization of the public sector institutions.
• Proficiency in tools for formulation of strategic alternatives, recommendations and roadmaps.
• Fluency in Spanish, oral and written.
• Desirable: Experience in Ministries of Education, educational systems or highly complex public institutions.
• Desirable: Professional experience in Bolivia or Latin America.
• Desirable: Knowledge of the institutional, administrative and legal framework of the Bolivian public sector.
• Desirable: Experience in comparable institutional reform contexts.
