Consultoría - Asistencia Técnica para Fortalecimiento de Gestión Presupuestal y Financiera en el Hub Pacifico

Consultancy to provide technical assistance for strengthening national and territorial capacities in budgetary and financial management processes aimed at closing gaps affecting the poorest and most vulnerable children. The consultant will support UNICEF Colombia in designing, implementing, and documenting technical assistance processes related to budgeting, financing, and investment project structuring for children and adolescents.

Responsibilities

• Provide technical assistance to strengthen national and territorial capacities in planning, budgeting and financing processes to close gaps affecting the poorest and most vulnerable children.
• Support UNICEF Colombia team in designing, implementing and documenting national and territorial technical assistance processes in budgeting, financing and investment project structuring for children and adolescents.
• Coordinate with findings and commitments from territorial alliance tables and ensure concrete technical products, implementation routes and fundable projects in coordination with public, private or mixed sources.
• Articulate replicable technical assistance processes directed to responsible agents at national and territorial levels, alliance organizations and UNICEF internal teams.
• Design co-creation processes with responsible parties and support capacity development in budgetary and financial management components at territorial level including public spending traceability, protection of essential spending for rights guarantee, prioritization of gaps and project structuring, connection with financing sources, interinstitutional coordination and territorial governance, monitoring, accountability and social control.
• Organize methodological and technical proposals based on consultations with UNICEF technical teams at national and territorial levels and organize training and technical support proposals according to territorial priorities.

Requirements

• Master's degree in economics, public administration, finance, law, political science, international relations, industrial engineering, planning or related fields.
• Postgraduate training in public policies, public finance, development, social investment or related fields.
• Minimum of 8 years of professional experience.
• At least 5 years of specific experience in at least three of the following areas: public finance, budget analysis, public investment planning, project formulation or structuring, territorial financing from multiple sources (tax works, royalties, SGP, etc.), social investment, innovative financing mechanisms.
• Experience producing technical analyses and facilitating technical assistance or capacity strengthening processes at territorial level.
• Native Spanish language proficiency.
• Demonstrable knowledge in budgetary and financial management of public policies for children and adolescents, as well as the institutional functioning of the Colombian State and planning, budgeting and project management processes at national and territorial levels.
• Ability to coordinate with multiple actors and produce high-quality written products in Spanish.
