UNICEF is recruiting an international consultant to develop a national strategy to strengthen and professionalize the social services workforce in Burundi. The consultant will address structural challenges and propose coherent interventions to enhance child protection and social services.

Responsibilities

  • Develop a national strategy to strengthen the social services workforce in Burundi.
  • Address structural challenges including normative frameworks, training and certification, professional standards, resource allocation, roles and responsibilities, HR policies, workforce ratios, and career development opportunities.
  • Formalize and professionalize the social services workforce to improve child protection systems.
  • Coordinate with UNICEF and other stakeholders to ensure coherent interventions.
  • Prepare and facilitate coordination meetings and technical workshops as needed.
  • Produce high-quality strategic documents and reports.

Requirements

  • Master's degree in social work, humanities, social sciences, public policy or equivalent.
  • Minimum 10 years of experience in social work and public service reform.
  • Senior level experience in social work related to child protection and/or social protection sectors.
  • Proven experience in developing national strategic documents.
  • Excellent knowledge of child protection and/or social protection context in Burundi or similar country.
  • Strong skills in preparing and facilitating coordination meetings or technical workshops.
  • Excellent analytical, synthesis, and report writing skills for high-quality strategic documents.
  • Demonstrate core UN values and ethical standards in work.
  • Respect consultancy timeline and deadlines for deliverables.
  • Resilience and adaptability to delays from field actors and partners.
  • Initiative, solution-oriented, and active facilitation of stakeholder engagement.
  • Ability to work synergistically in a team and independently with proactivity.
  • Fluency in French and English with strong writing and synthesis skills.
