See your match score & applyThe consultant will provide technical support to the National Social Assistance Fund (NSAF) in reviewing and refining the draft pilot design and operational framework for the Social Assistance Family Package (SAFP) Cash Plus model. The role involves strengthening linkages between social assistance benefits and complementary social services for poor and vulnerable households and facilitating consultations with key stakeholders to ensure practical and coordinated pilot design and operational arrangements.
Responsibilities
- Provide technical support to NSAF in reviewing and refining the draft pilot design and operational framework for the SAFP Cash Plus model.
- Support GS-NSPC, NSAF and relevant government stakeholders to review and update the draft operational manual, referral pathways, implementation procedures, and related tools based on technical consultations and stakeholder feedback.
- Facilitate consultations with key ministries, sub-national administrations, service providers, and development partners to ensure that the pilot design and operational arrangements are practical and coordinated.
- Contribute to the outcome of the programme and align with the objectives of Cambodia’s National Social Protection Policy Framework (2024–2035).
Requirements
- Master`s university degree in the relevant fields such as social sciences, political science, economics etc.
- At least 5 years of professional experience working with government institutions in providing advisory roles in policy formulation and inter-ministerial coordination, particularly in social protection and local governance.
- Proven experience with design and/or implementation of social assistance and social service programmes
- Demonstrated knowledge Social Protection, particularly social assistance and social services (optional)
- Proven knowledge and understanding of the social protection programme context (optional)
- Excellent management, interpersonal, planning and coordination skills (optional)
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships (optional)
- English language proficiency
- Prior work experience with UNICEF or UN organizations is an asset (desirable)
