The Construction Specialist will be responsible for planning, technical coordination, implementation, and monitoring of the infrastructure component of the Girls' Learning and Empowerment Project (PAAF) in Ituri. The role ensures quality school infrastructure delivery respecting UNICEF standards, World Bank fiduciary, environmental and social requirements, and effective coordination with government authorities and partners.

Responsibilities

  • Plan and coordinate technical aspects of infrastructure projects under the Girls' Learning and Empowerment Project (PAAF) in Ituri.
  • Collaborate with UNICEF programmes/operations and coordinate with government counterparts.
  • Prepare and/or review technical and design documents.
  • Support procurement processes.
  • Manage and monitor project implementation to ensure quality, timeliness, budget compliance, and adherence to UNICEF and World Bank standards and requirements.

Requirements

  • A Master's degree in civil engineering, construction engineering, architecture or other relevant field is required.
  • A minimum of five (5) years of relevant experience at national and/or international levels in project management, site supervision, quality assurance, or other directly related technical fields is required.
  • Experience in school and basic infrastructure construction in developing countries, particularly in sub-Saharan Africa, is required.
  • Understanding of development and humanitarian work is required.
  • Knowledge of UNICEF procedures and systems, especially project design and monitoring, is required.
  • Computer skills including software specific to architectural design and construction are required.
  • Knowledge of sustainable construction is required.
  • Fluency in French and English is required.
  • Knowledge of another official UN language or a local language is an asset.
  • Experience working within the United Nations or other international development organizations is an asset.
  • Experience in emergency and fragile security situations is an asset.
  • Experience with stakeholder engagement is an asset.
  • Relevant country-level experience, especially in development, fragile and humanitarian contexts, is an asset.
