Child Protection Consultant – Justice and Ending Violence Against Children

The consultancy aims to strengthen the child protection system in India and provide strategic and technical support focusing on Access to Justice, Disability Inclusion, and Ending Violence Against Children (EVAC). The consultant will support the Child Protection Specialist in Delhi through stakeholder coordination and development of technical products to strengthen child protection and justice systems aligned with national priorities and global frameworks.

Responsibilities

• Support the review and analysis of the implementation of the Juvenile Justice Act, 2015 and related Rules across UNICEF-supported states, including identification of implementation gaps, emerging trends, and recommendations to strengthen policy and practice.
• Support evidence generation, policy dialogue, and stakeholder engagement on child online protection, including issues related to age-appropriate access to social media, platform accountability, reporting mechanisms, and emerging digital and AI-related risks.
• Support the planning and documentation of the national consultation commemorating ten years of the Juvenile Justice Act.
• Strengthen evidence-based decision-making through analysis, synthesis, and dissemination of findings emerging from Supreme Court and High Court monitoring mechanisms, including year-on-year assessments of progress and challenges within child protection and justice systems.
• Support the development, documentation, and dissemination of disability-inclusive child protection and justice approaches, including evidence, policy recommendations, knowledge products, and lessons learned.
• Contribute to strengthening responses to violence against women and children through model One Stop Centres.
• Strengthen organizational and sectoral learning through documentation and dissemination of promising practices, lessons learned, and programme achievements across the Access to Justice, Disability Inclusion, and Ending Violence Against Children portfolios.

Requirements

• Master’s degree in social sciences or other relevant fields.
• Minimum of 8 years’ experience in the area of child protection and specifically in the area of Justice, EVAC and DI child protection work.
• Knowledge of juvenile justice and key child protection legislation is mandatory.
• Solid understanding of research and monitoring, participatory learning methodologies will be preferred.
• Experience in report writing, and preparation of evidence-based documentation for donor reporting.
• Experience in working with Government or UN agencies.
• Knowledge of additional Indian regional languages will be considered an asset.
• Excellent written and verbal communication skills in English and Hindi are required.
• Ability to engage with a wide range of people, including government partners, academic centres, formal and in-formal Networks & Collectives, NGOs/CSOs and technical experts if required to collate all relevant information.
• Demonstrates high level of writing and editing skills, budget analysis and reporting.
