See your match score & applyThe Chief Admin/Finance is responsible for managing, monitoring, and overseeing the full range of financial and administrative services in support of program and operational activities in a large country office. This role includes providing managerial leadership, policy guidance, and ensuring compliance with organizational standards and ethics.
Responsibilities
- Provide support to the Deputy Representative, Operations (DRO) in managing, monitoring and overseeing financial and administrative services including financial planning, disbursements of funds and payments, treasury and accounting, financial analysis and reporting of resources, transport, travel and premises management, protocol administration.
- Ensure compliance of all financial and administrative operations with organizational plans, policies, procedures, guidelines, standards of performance, ethics and integrity.
- Provide managerial leadership and policy guidance for effective service management and staff capacity development in a large country office with thirteen field offices.
- Manage staff for cost effective, quality and efficient administrative and financial operations in support of office operations and country programmes.
- Plan and guide work in progress and review work completed by subordinate staff to verify accuracy and compliance with IPSAS, UNICEF Financial Regulations and Rules, policies, procedures, guidelines, standards of accountability and ethics.
- Engage upstream through systems strengthening, strategic partnerships, governance, and advancing UNICEF's 3Cs for Every Child approach—Convene, Converge, and Catalyze—to achieve sustainable improvements in administrative and financial management outcomes at scale.
- Administer, monitor and control budget preparation and implementation in administrative management and services.
- Oversee administrative support and services, property management, contract arrangement and control, partnership coordination and collaboration, support to financial planning and management, control of accounts, treasury and cash management, and knowledge and capacity building.
Requirements
- Master or equivalent (Advanced University Degree) in Financial Management related fields such as Accountancy or Finance or their equivalent.
- At least 8 years of relevant work experience in financial management or audits in an international organization and/or large corporation is required.
- Both national and international work experience in office management, administration, property/premises management protocol or other relevant function.
- Advanced knowledge of Microsoft Office, especially Excel required.
- Financial Management, Budget Administration, Supply and Logistics, Office Management, Strategic Administration are required.
- Fluency in English is required.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Experience in a UN system agency or organization some of which served in a developing country is considered as an asset.
- Experience in database packages, web-based management systems and ERP systems (preferably SAP financial modules) is considered as an asset.
- Experience with IPSAS and / or IFRS is considered as an asset.
- Experience in risk management is considered an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
