Senior Livelihood Economic Inclusion Associate

The Senior Livelihood and Economic Inclusion Associate supports operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees. The role involves collaborating with partners and stakeholders to enhance economic inclusion and self-reliance of persons of concern and host communities, supervising support staff, and supporting coordination and knowledge sharing.

Responsibilities

• Explore partnerships to facilitate the economic inclusion of refugees, such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees
• Advocate with public and private sector services providers to include UNHCR persons of concern in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.)
• Provide technical assistance on livelihoods interventions to help ensure they are market-based and strategically determined
• Coordinate with other UNHCR sectors to ensure livelihoods work plan integrates protection safeguards and innovative practices
• Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders
• Support the implementation of socioeconomic and wealth ranking surveys utilising community-based strategies to inform targeting, monitoring and facilitation of development programmes
• Evaluate submitted concept notes and other project documents to ensure conformity to UNHCR's quality standards, regulations and internal requirements before approval
• Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility
• Raise risks, issues and concerns to a supervisor or relevant functional colleagues
• Perform other related duties as required

Requirements

• For G7 - 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
• Certificates and/or Licenses in Business Management, Socio-Economics Development, Economics/International Economics, Rural Development, Financial Management, Agriculture or other relevant field
• Experience in facilitating the economic inclusion of vulnerable and marginalized groups in collaboration with internal and external stakeholders, ideally in varied field contexts
• Experience in working in partnership with private sector, NGOs, UN organisations, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training
• Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities (desirable)
• Knowledge about latest development in the livelihoods sector, including broader UN processes on the SDGs and the Global Compact on Refugees (desirable)
• Completion of UNHCR learning programmes or specific training relevant to functions of the position (desirable)
• Relevant experience in hydroagricultural development projects and their environmentally friendly agricultural development (desirable)
• Knowledge and expertise in strengthening the resilience of agricultural production systems at the farm level (essential)
• Experience in the development and coordination of the monitoring and evaluation system of agricultural and entrepreneurship projects (essential)
• Experience of animation, development and upgrading of agricultural and non-agricultural cooperatives: support, organizational and institutional strengthening, and technical, support for the development of Business Plan (desirable)
• Knowledge of English and UN working language of the duty station if not English
• Knowledge of French
