The Livelihood and Economic Inclusion Associate supports operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees. The role involves collaboration with partners, government agencies, private sector, and financial service providers to enhance economic inclusion and self-reliance of persons of concern and host communities.

Responsibilities

  • Explore partnerships with relevant stakeholders to enhance economic inclusion of UNHCR persons of concern (PoC).
  • Work with economic development agencies, private sector, financial service providers, and public/private sector service providers to enhance inclusion of UNHCR PoC in labour force, supply chains, financial services, and supporting services.
  • Collaborate with Protection Unit to collect information about legal framework for right to work and rights at work.
  • Support implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of development programmes.
  • Participate in assessments with private and public stakeholders including impact assessments on local economies and surveys to inform interventions and identify investment and funding opportunities.
  • Provide technical assistance on livelihoods interventions ensuring market-based approaches and strategic role of UNHCR.
  • Liaise with partners and authorities on livelihoods related issues under supervisor's guidance.
  • Prepare field and other relevant reports relating to livelihoods and make recommendations for interventions enhancing refugee economic inclusion.
  • Support identification and management of risks and seize opportunities impacting objectives in area of responsibility.
  • Perform other related duties as required.

Requirements

  • 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
  • Experience in facilitating the economic inclusion of vulnerable and marginalized groups in collaboration with internal and external stakeholders, ideally in varied field contexts.
  • Experience in working in partnership with private sector, NGOs, UN organisations, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.
  • Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities (desirable).
  • Knowledge about latest development in the livelihoods sector, including broader UN processes on the SDGs and the Global Compact on Refugees.
  • Completion of UNHCR learning programmes or specific training relevant to functions of the position.
  • Relevant certifications in Management, Economics, Financial Management, Agriculture or other relevant field.
  • Proficiency in French (required), Arabic and English (desired).
  • Good understanding of key sectors related to livelihoods: financial inclusion, development of agropastoral value chains, entrepreneurship (SME/SMI development), agriculture/livestock, and environmental ecosystem regeneration.
  • Mastery of financial inclusion mechanisms, particularly through establishment, monitoring, and support of Village Savings and Loan Associations (AVEC).
  • Solid experience in coordination, community mobilization, communication, monitoring and evaluation of livelihood projects, as well as socio-economic data analysis.
  • Familiarity with national and operational strategic documents.
  • Proficiency in at least one local language is a significant asset.
