The Human Resources Associate supports UNHCR's People Strategy by providing operational HR support, workforce planning, talent acquisition, and HR policy implementation. The role involves maintaining employee confidence, assisting in recruitment and assignments, and supporting duty of care activities within the area of responsibility.

Responsibilities

  • Implement HR operational activities to ensure timely provision of HR solutions
  • Administer recruitment, assignment and separation of local staff in accordance with UN/UNHCR rules and procedures
  • Update personnel records including entries into Workday where required
  • Assist with recruitment and procedures related to affiliate workforce
  • Contribute to workforce planning activities
  • Provide a HR customer service-oriented culture valuing proactivity and continuous improvement
  • Enforce compliance with UNHCR’s Human Resources policies and procedures
  • Participate in recruitment of local staff including issuing vacancy notices and arranging tests and interviews
  • Assist in organizing outreach campaigns to attract diverse applicants
  • Track and report on recruitment and assignments activities
  • Advise staff and contribute to an inclusive work environment
  • Build dialog and outreach with the workforce; provide information and answer questions
  • Advise staff members and affiliate workforce on rights, obligations, benefits and entitlements
  • Identify issues affecting workforce health and welfare including sexual harassment and abuse of authority
  • Assist in onboarding, induction, reintegration and offboarding processes
  • Assist in implementation of HR initiatives supporting organizational culture change
  • Assist in security and medical evacuations of UNHCR personnel
  • Maintain daily tracking record of staff and families for emergency information
  • Administer UNHCR medical insurance plan for locally recruited staff
  • Support risk identification and management in the area of responsibility
  • Perform other related duties as required

Requirements

  • 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
  • Certificates and/or Licenses in Business Administration, Office Management, Human Resources Management, or related field
  • Experience working in Human Resources with knowledge of general HR policies, processes and systems
  • Experience in HR information technology systems and tools is desirable
  • Experience working with the United Nations is desirable
  • Experience working in a multi-cultural setting is desirable
  • Knowledge of English and/or UN working language of the duty station if not English

  • Ability to maintain confidentiality and protect human resources information

  • Demonstrated competencies and experience in managing medical related admin support
  • Familiarity with Excel and HR Data Analysis
  • Training in workforce data and costs analysis
