Fuel Logistics Coordinator

The Fuel Logistics Coordinator will implement the UNHCR fuel management framework to improve budgeting, procurement, storage, consumption, monitoring, and reporting of fuel in field operations. The role involves coordinating logistics operations for bulk fuel tank leasing and facility upgrades, ensuring compliance with UNHCR standards and enhancing transparency and efficiency in fuel management.

Responsibilities

• Implement the Standard on Fuel Management in UNHCR's country operations.
• Familiarise with fuel management practices, including storage sites, fuel modalities, data capturing, procurement, and contracts.
• Develop a detailed work plan with milestones for the consultancy period.
• Develop a risk register/log for fuel management operations.
• Train country fuel managers on fuel management.
• Plan optimisation, replacement and upgrade of bulk fuel tanks.
• Develop standard templates for country-specific SOPs on fuel management.
• Coordinate logistics operations for bulk fuel infrastructure upgrades ensuring compliance with UNHCR supply chain procedures.
• Coordinate with country supply, programme and admin colleagues for procurement and logistics planning.
• Prepare deployment plans for leased bulk fuel tanks and validate tank requests.
• Liaise with freight forwarders and suppliers for transportation and monitor shipment timelines and customs clearance.
• Support local procurement activities for tank installation preparation.
• Plan upgrades for existing storage tanks including telematics and sensor calibration.
• Coordinate vendor visits and installation schedules.
• Maintain records of tank deployments, vendor performance and site readiness.
• Prepare regular reports on fuel infrastructure logistics.
• Oversee data quality in ERP systems and update tracking sheets.
• Ensure registration and inspection schedules for bulk fuel tanks.
• Assist in planning, delivery and holding of equipment for tank installation.
• Serve as liaison with GMIS, Supply, Programme, ICT, Regional Bureaux and field operations.
• Prepare and share weekly status updates with the project team.
• Propose cost-reducing solutions through outsourcing.
• Provide technical guidance to field operations and partners on fuel infrastructure processes.
• Track expenditures, verify invoices and support budget forecasting for logistics operations.
• Ensure distribution of fuel quality and quantity control toolkits.
• Supervise one subordinate supporting logistic operations.
• Cooperate with country operations to implement infrastructure upgrade plans.

Requirements

• Degree in logistics, supply chain management, or a related engineering discipline.
• At least ten years of relevant experience in international logistics, supply management and fuel management, including monitoring, quality control, evaluation, etc.
• Eight years of relevant experience with an advanced university degree.
• Experience in international logistics, procurement and fuel management.
• Ability to supervise subordinate staff.
• Knowledge of UNHCR fuel management standards and systems such as ERP, Fleetwave and Bulk Fuel Control System.
