See your match score & applyThe Programme Management Officer, Administration supports UN-Habitat's strategic workforce planning and administration of non-staff personnel. The role involves consulting, data analysis, coordination of budget and funding activities, and fostering staff mobility and career development across duty stations.
Responsibilities
- Participates in the design and periodic review of medium- and long-term workforce aligned with UN-Habitat strategic plan including focus areas; housing, climate action, and crisis response.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan.
- Researches, analyzes and presents information gathered from diverse sources to support restructuring and reform initiatives, assessing people and change impacts and recommending appropriate mitigation measures.
- Assists in drafting and reviewing of cooperation frameworks, including Memorandum of Understanding (MoUs), Junior Professional Officer (JPO) arrangements and personnel agreements with Member States.
- Undertakes initiatives that foster staff mobility and career development across Headquarters, regional and country duty stations.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive support to staff and non-staff and undertakes outreach activities; conducts knowledge sharing sessions, seminars, to strengthen knowledge transfer and collaboration mechanisms between Headquarters, Regional, and Country offices.
- Participates in or lead field missions, including provision of guidance to external consultants, coordinates activities related to Administration and management of non-staff personnel including recruitment, contract processing, payments and separations.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other related duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required.
- A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
- A minimum of five (5) years of progressively responsible experience in project or programme management, human resources or organizational development is required.
- A minimum three (3) years of supervisory experience is required.
- A minimum of three (3) years of relevant experience handling non-staff capacities eg consultants, contractors, etc is desirable.
- At least three (3) years relevant experience in non-governmental organisations similar to the United Nations supporting Regional and Country offices is desirable.
- Two (2) years or more of experience in data analytics or related area is desirable.
- English is required at UN Level II for reading, writing, listening and speaking.
