The Director of the Corporate Management Division at UN-Habitat leads and supervises the Division's work programme, providing strategic guidance and coordinating administrative, operational, and programme support services. The role involves managing human resources, finance, budget, operational support, and engagement within the UN system to promote organizational effectiveness and support UN-Habitat's mandate.

Responsibilities

  • Formulates, leads, supervises the implementation of the substantive work programme of the Division and coordinates work across sections and units.
  • Oversees management of Division activities ensuring timely execution and coordination within UN-Habitat and with external partners.
  • Contributes to formulation of Division strategies and policies and advises the Executive Director.
  • Manages teams, task forces, and committees and contributes to internal management and governance.
  • Ensures high-quality outputs and compliance with mandates.
  • Responsible for substantive and financial components of the work programme aligned with strategic plans.
  • Advises and implements recommendations from oversight bodies and external evaluations.
  • Oversees human resources planning, management, and development promoting gender balance and institutional values.
  • Manages Division budget, financial planning, allocation, and monitoring; acts as Secretary of the Budget Committee.
  • Represents the Division at international, regional, or national meetings.
  • Oversees Programme Management Officers and regional architecture implementation.
  • Coordinates preparations for the Fifth Committee and reports to the Executive Board on budget management and performance.
  • Provides operational support to other divisions, regional offices, and country programmes.
  • Leads organization of meetings and seminars on programme support issues.
  • Negotiates agreements for administrative support services with third-party providers.
  • Oversees procurement planning and monitoring within strategic plan implementation.
  • Coordinates preparation of reports for intergovernmental bodies and represents the Organization at various meetings and conferences.
  • Leads data collection and analysis for planning, decision-making, and reporting.
  • Manages corporate risk register and internal controls assessment.
  • Performs other functions as required.

Requirements

  • Advanced university degree (Master's degree or equivalent) in business administration, finance, economics, accounting, or related area is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
  • A minimum of fifteen (15) years of progressively responsible experience in human resources management, administration, financial management, or related field is required.
  • A minimum of seven (7) years of experience providing leadership and managing substantive work units of diverse teams is required.
  • A minimum of five (5) years of experience in risk management and internal control is required.
  • A minimum of five (5) years of experience in Human Resources Management and the application of Human Resources policies and procedures, in the context of a large-scale, international organization is required.
  • Experience in coordinating and overseeing the preparation of budgetary and financial reports including presenting and defending budgets to intergovernmental bodies, executive boards or equivalent stakeholders is required.
  • Experience in overseeing services provided to country and regional offices of the United Nations or a comparable international organization is desirable.
  • Experience in data analytics or related area is desirable.
  • English is required at UN Level II for reading, writing, listening, and speaking.
