Programme Specialist, FTA

The Programme Specialist in Gaza leads the Gender and Gender-Based Violence (GBV) portfolio, coordinating inter-agency planning and delivery of programmes. The role involves technical advisory services on GBV in emergencies, strengthening institutional mechanisms for prevention and response, and supporting partnerships and knowledge management in humanitarian and development contexts.

Responsibilities

• Manage the Gender and GBV Portfolio of Gaza, collaborating with the Country Office GBV Team for programme cycle management.
• Lead/contribute to development and institutionalization of guidelines, protocols, standards, tools and policies for GBV prevention and response.
• Support GBV Programme Analyst with partners’ workplans, budgets, monitoring, evaluation and reporting.
• Establish/strengthen referral pathway system and GBV case management including data management.
• Design and implement Cash Voucher Assistance programme for vulnerable women and girls including GBV survivors.
• Ensure integration with other UNFPA streams such as SRH, AY and MHPSS.
• Coordinate Gender and GBV work in Gaza and represent in Protection Cluster, OCHA and other relevant meetings.
• Collaborate with other Clusters/Sectors to integrate Gender and GBV actions and advocate joint awareness and implementation.
• Lead design and adaptation of Gaza-specific Standard Operating Procedures for Gender and GBV.
• Develop and implement capacity development strategy for Gender and GBV actors.
• Provide technical support for advocacy documents and policies addressing GBV in humanitarian-recovery-development context.
• Foster strategic alliances and partnerships for integration of UNFPA mandate in humanitarian and fragile settings.
• Identify and analyze trends, risks, and emerging needs to support preparedness and emergency response.
• Support capacity-building for Implementing Partners and stakeholders on GBV prevention, response and case management.
• Provide technical support to programmes in emergencies, recovery and development including coaching partners on MISP and GBV standards.
• Provide technical inputs for policies, frameworks, guidelines, standards and tools development or updates.
• Establish linkages between SRH and GBV for health sector response to sexual violence survivors.
• Support risk-informed and resilience-driven flexible programming.
• Contribute to resource mobilization through concept notes and project proposals development.
• Support implementation, grants management, monitoring and reporting of Gender and GBV projects.
• Review and monitor allocation and utilization of UNFPA financial resources for Gender and GBV.
• Support procurement and distribution of GBV supplies and commodities for preparedness and emergency response.
• Collect, analyze and synthesize research, data and field experiences to inform programme priorities and address delivery bottlenecks.
• Develop and disseminate GBV knowledge products including briefing notes, guidance, tools, advocacy materials and publications.
• Promote evidence-based knowledge-sharing at regional and national levels to position GBV as lifesaving and recovery-enabling intervention.
• Perform other duties as directed by Representative, Deputy Representative and Head of Gaza Field Office.

Requirements

• Master university degree in social sciences, gender studies, humanitarian practice, international development, public health or related field.
• 5 years of increasingly responsible professional experience in humanitarian programming in the field.
• Minimum 3 years of field experience working in humanitarian or fragile context required.
• Familiarity with IASC and other humanitarian coordination mechanisms, guiding principles and standards, an advantage.
• Experience in programme development and management and reporting in complex emergencies, with a preference for in-person field experience.
• Fluency in English is required.
• Working knowledge of other UN languages is an asset.
• Arabic language would be an added advantage.
• Excellent interpersonal skills, creativity, strong project management skills, a positive and outgoing personality, and ability to interact successfully with people of different backgrounds and cultures.
