The OED Operations and Budget Compliance Analyst supports the effective day-to-day functioning of the Office of the Executive Director by coordinating and implementing operational activities across financial management, procurement, travel, ICT, asset management, and logistics. The role also supports enterprise risk management, corporate governance, and operational processes to ensure timely follow-up on decisions and agreed actions.

Responsibilities

  • Coordinate and support the implementation of OED operational requirements across procurement, travel, ICT, asset management and logistics.
  • Work with OED teams to identify operational requirements and coordinate timely action with relevant corporate business units and service providers.
  • Follow operational processes from initiation through completion, ensuring that required documentation, clearances and follow-up actions are completed in a timely manner.
  • Monitor the status of operational requests, identify delays or outstanding requirements and follow up with relevant colleagues and service providers.
  • Support the resolution of routine operational issues and refer more complex matters to the supervisor as appropriate.
  • Maintain operational workplans, calendars, trackers and status reports to support effective planning and implementation.
  • Contribute to improving coordination and working arrangements between OED and relevant corporate service providers.
  • Support the preparation and monitoring of OED budgets and operational workplans.
  • Monitor expenditures, commitments and budget utilization and prepare regular updates for review by the supervisor.
  • Coordinate financial actions and ensure timely submission and follow-up of required documentation.
  • Support procurement planning and coordinate procurement requirements with OED teams and relevant corporate units.
  • Prepare and coordinate documentation required for procurement and contracting processes in accordance with applicable policies and procedures.
  • Monitor the progress of procurement actions and follow up on timelines, documentation and outstanding requirements.
  • Support periodic financial reviews, forecasting and year-end closure activities.
  • Maintain accurate records and trackers of financial and procurement actions.
  • Coordinate operational arrangements for official travel and missions involving OED and senior leadership.
  • Work with relevant teams to coordinate travel arrangements, schedules, administrative requirements and mission logistics.
  • Support the operational preparation of high-level meetings, official events and senior leadership engagements.
  • Coordinate logistical requirements with relevant internal and external service providers, including venues, facilities, ICT and other operational arrangements.
  • Maintain mission and event planning trackers and ensure timely follow-up on operational requirements.
  • Support reconciliation and administrative follow-up related to completed travel, missions and events.
  • Coordinate OED requirements related to ICT equipment, systems access and other technology support, in liaison with relevant service providers.
  • Support asset management processes and maintain accurate information on OED equipment and assets in accordance with applicable procedures.
  • Coordinate office-related operational requirements and follow up with relevant service providers on facilities and workplace matters.
  • Support onboarding and separation processes from an operational perspective, coordinating relevant ICT, access, equipment and administrative requirements.
  • Identify recurring operational issues and bring them to the attention of the supervisor.
  • Support the Risk and Opportunities Management Specialist in coordinating selected enterprise risk management and related corporate processes.
  • Coordinate requests for information and inputs from relevant business units and follow up on agreed deadlines.
  • Compile and organize inputs and supporting documentation for review by the supervisor.
  • Support preparation of presentations, background materials, meeting documentation and summaries.
  • Maintain trackers of decisions, recommendations, commitments and follow-up actions.
  • Support the organization and coordination of meetings related to risk management and other relevant corporate processes.
  • Follow up with relevant stakeholders on agreed actions and provide regular status updates to the supervisor.
  • Provide administrative and coordination support to the Chief of Staff and OED management, and support the Risk and Opportunities Specialist in the coordination and follow-up of selected OED operational priorities.
  • Support the preparation of agendas, background research and briefing materials for meetings convened by the Chief of Staff, and coordinate the flow of information and documentation between OED, Division/Branch teams and relevant corporate business units.
  • Support meetings and appointments with senior officials and high-ranking visitors, ensuring appropriate protocol, sequencing and procedures.
  • Participate in meetings and events as required, including minute-taking, and proactively ensure the successful execution of agreed actions.
  • Lead and coordinate administrative tasks within the front office, maintaining protocol procedures and accurate, accessible operational records to support continuity and institutional memory.
  • Maintain an overview of key operational actions, deadlines and dependencies, tracking decisions, commitments and action points and flagging matters requiring attention.
  • Prepare concise operational status updates, summaries and presentations, and support timely follow-up with responsible teams.
  • Perform other related duties as assigned.

Requirements

  • Advanced university degree (minimum Master’s degree or equivalent) in finance, accounting, economics, business administration, public administration, management, international development or another related field.
  • Minimum 1 year of Professional experience in financial analysis, budget analysis, risk analysis, business analysis or management reporting is required.
  • Demonstrated ability to analyse financial and operational data and translate findings into clear reports, dashboards and management information products.
  • Knowledge of financial management, budgeting, internal controls and risk management principles.
  • Experience using Enterprise Resource Planning systems and working with financial or management data is desirable.
  • Proficiency in data analysis and visualization tools, including advanced spreadsheet applications and business intelligence tools, is desirable.
  • Strong analytical and research skills, including the ability to identify trends, variances and emerging issues from quantitative and qualitative information.
  • Ability to prepare concise analytical notes, reports, presentations and management information products.
  • Familiarity with the United Nations system or another international organization is an asset.
  • Fluency in English; knowledge of other official UN languages is an asset.
