See your match score & applyThe consultant will work with the Ministry of Health, Rwanda Biomedical Centre, Technical Working Groups, and key stakeholders to review progress on human rights and gender recommendations for the Global Fund GC8 program continuation application for Rwanda. The role involves comprehensive desk review, stakeholder consultations, analysis, and report preparation to support the GC8 application submission.
Responsibilities
- Conduct a comprehensive desk review of relevant policy, programmatic, and assessment documents on human rights, gender equality and GBV and their impact on SRMNCAH, HIV, TB and malaria outcomes in the country.
- Map and track all recommendations from past Human Rights and National Gender Assessments.
- Assess the level of implementation of recommendations (completed, partially implemented, not implemented, with measurable proportions).
- Identify achievements, good practices, gaps, bottlenecks, and enabling factors influencing programming and implementation.
- Conduct stakeholder consultations with government, UN agencies, civil society, and community representatives.
- Analyze persistent human rights and gender-related barriers in SRMNCAH, HIV/TB and malaria service delivery.
- Develop evidence-based and prioritized recommendations for GC8 programming and integration.
- Support integration of findings into GC8 continuation application narratives and priorities.
- Prepare technical reports and presentations.
- Ensure quality assurance and alignment with Global Fund GC8 requirements.
Requirements
- Advanced degree (Masters) in public health, social sciences, gender studies, or related fields.
- At least 5 years of experience in HIV/TB programming, public health, or health systems strengthening.
- Proven experience and track record in human rights and gender analysis/assessments in health programs.
- Proven experience with Global Fund Application processes and requirements is an asset.
- Strong analytical, report writing, and stakeholder facilitation skills.
- Excellent command of English; knowledge of Kinyarwanda is an advantage.
