See your match score & applyThe consultant will provide short-term technical support to the Planning, Monitoring and Evaluation Unit of UNFPA Philippines to strengthen results-based management, including results planning, monitoring, reporting, information management and evaluation to support the effective implementation of the Country Programme.
Responsibilities
- Support the quality assurance of implementing partner Annual Work Plans, including quarterly reviews of progress against planned results.
- Support implementation of the Country Office monitoring plan, including monitoring implementation of Annual Work Plans and programme performance.
- Contribute technical inputs to the mid-year and annual reviews of the Country Programme.
- Coordinate the review and analysis of programme results from programme teams and implementing partners.
- Maintain and update monitoring and information management systems, including PMT, IPMT, UN INFO and other corporate reporting platforms.
- Contribute to the quality assurance of corporate, donor and implementing partner reports.
- Support field monitoring missions, Post-Distribution Monitoring exercises, assessments and other evidence generation activities, including data analysis and reporting.
- Support implementation of planned evaluations and follow-up of evaluation recommendations and management responses.
- Prepare analytical summaries, presentations and other knowledge products to support programme management and senior management decision-making.
- Provide technical support to programme staff and implementing partners on results-based management, monitoring tools and reporting requirements.
- Perform other monitoring, evaluation and information management tasks as assigned by the PM&E Specialist.
Requirements
- Completed Secondary Level Education required; A university degree at bachelor’s level or higher in statistics, development studies, economics, public health, population studies, demography and/or any other related social science discipline is desirable.
- Minimum of 7 years of progressively responsible experience in results-based management, including programme planning, monitoring, reporting, information and knowledge management in development and/or humanitarian contexts.
- The minimum years of relevant experience is reduced to 6 years for candidates who possess a relevant first-level or advanced university degree.
- Experience supporting results-based management for complex programmes in one or more of the following areas: sexual and reproductive health and rights, gender-based violence, adolescents and youth, population dynamics, and humanitarian action, preferably within the United Nations system or other international development organizations.
- Experience supporting the management of evaluation processes.
- Experience supporting monitoring and reporting in humanitarian contexts; familiarity with the humanitarian-development-peace nexus is desirable.
- Experience in data management, analysis and visualization using Microsoft Excel, Power BI or similar software.
- Ability to provide technical support on results-based management to programme teams and implementing partners.
- Strong quality assurance skills, with the ability to review and validate programme performance information and reports for accuracy, consistency, completeness, and alignment with results-based management standards.
- Ability to synthesize programme data into analytical insights to support programme management and senior management decision-making.
- Strong analytical, writing and communication skills.
- Demonstrated ability to manage multiple assignments, work effectively under tight deadlines, and collaborate effectively in multidisciplinary teams.
- Demonstrated use of Artificial Intelligence tools to support programme management, analysis or knowledge management is an asset.
- Fluency in English and Filipino is required.
